Job Description
Reporting to the HR Compliance manager, the HR Quality Assurance Administrator will ensure the accuracy of HR payroll transitions and salary data by conducting quality assurance audits of all Post-Acute Care (PAC) facility PeopleSoft transactions. Additionally, this position will assist with monthly compliance audits and file reviews and will act as PAC liaison regarding wage and salary issues.

Essential Job Duties:

Human Resources/Payroll Audit Process

  • On a daily basis, review PeopleSoft transaction report of all system transactions entered the previous day for assigned facilities and compare to supporting documentation to ensure accuracy of data.
  • Compares ARF and supporting documentation to audit report received from PeopleSoft When errors are identified, initiatives system updates and /or correction by making correction or submitting HRSS ticket when necessary.
  • Utilizes PeopleSoft HRIS to update information, process reports, and maintain compliance with all NYC Health + Hospitals personnel policies and procedures; provides back-up to the Assistant Personnel Director with all reporting needs.
  • Works closely with Payroll to troubleshoot and resolve errors or discrepancies in pay.
  • Ensures the highest level of accuracy for data entered into HR data by through daily audits and advising facility HR leads of any errors identified and plan for correction.
  • Participates in special projects by assisting HR department and colleagues as required

Wage and Salary

  • Collects salary inquiry information from PAC facility employees and maintains log of inquiries, including the employee title, inquiry type and issue, resolution and documentation, where applicable. Coordinates with assigned facility wage and salary specialist, payroll and Classification and Compensation department to ensure timely resolution and response to employee inquiries.
  • Works closely with Payroll to troubleshoot and resolve errors or discrepancies in pay.
  • Provides guidance to PAC HR staff regarding compensation administration and wage calculations.
  • Leads Quality Assurance efforts and consistent wage and salary processing through providing guidance and liaising with central Class & Comp.


  • On a rotating basis, conducts monthly internal audits employee records of new hires, rehires, transfers and title changes at PAC facilities. Confirms that PeopleSoft employee profile is set up accurately for new hires with qualification, education and physical Exam requirements. Prepares audit summary for HR Director and Asst. HR Director review.
  • Assists with monitoring mandatory licensure and certifications. Issues Final Notice /Administrative Relief from Duty of non-compliant employees with expired licensure, Annual Health Assessment, Mandatory Training
  • Provides data support for Facility Human Resources staff including creation of queries and reports as requested.
  • Assists HR Compliance manager with preparation of monthly and quarterly and annual metrics

Other Functions

  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of PAC Human Resources.
  • Travels to PAC facilities as required

Minimum Qualifications

* Qualifications for Central Office.
** Qualifications for Health Care Facilities.

  1. A Baccalaureate Degree in Management, Economics, Business Administration, Public Administration, Psychology or related field, with emphasis on personnel administration, employee and management relations or related discipline from an accredited college or university; and,
  2. Five* or three** years experience in personnel management, employee relations, management or public administration, with at least three* or one** year(s) of progressively responsible experience in personnel management, employee relations programs, administration and benefits in a large public or private organization; and,
  3. Comprehensive knowledge of theory and principles and their application to personnel administration in employee relations, including aspects of training, employee development, labor relations, knowledge of research design trends and developments in personnel, employee relations and general management fields; or,
  4. A satisfactory equivalent of education, training and experience.

Department Preferences

  • 2 years of experience in human resources, employee compensation, employee/labor relations, wage and salary role requiring determination of salary entitlements and/or processing of employee pay and/or additions to gross pay, preferably in a healthcare environment.
  • Ability to accurately calculate salaries at various points in time including ability to apply percentage increases and identify issues in calculations.
  • Experience with and knowledge of PeopleSoft or similar HRIS, particularly with canned queries and the query module.
  • Knowledge of NYS DOH SNF regulations and federal and local labor laws
  • Excellent communication skills and ability to work in a collaborative, team oriented environment with all levels of the organization as well as external contacts.
  • Human Resources certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP) preferred
  • Advanced knowledge of Microsoft Office applications, including charts, formulas and pivot tables ln Excel; advanced formatting and review functionality in Word, and organizational charts and process flows
