The Compensation Analyst is a highly responsible professional position, involving the fair, consistent, application of compensation policy and procedures. The Compensation Analyst administers the compensation practices for the organization to include the design, development and implementation of compensation programs, salary administration, develops and analyzes job descriptions, and administers performance evaluations. Duties require a high degree of personal interaction with managers and staff, and require strong math, written, and verbal communication skills.

Essential Functions and Duties:

  • Establish and maintain consistency of compensation practices for the organization.
  • Develop, implement and administer compensation policies and programs
  • Works with operational leaders on the resolution of employee compensation related matters.  
  • Assists managers with determining offer amounts, promotional increases and related items
  • Provide advice on pay decisions, policy and guideline interpretation and job evaluation to ensure that
  • Keep abreast of changes in federal, state and local compensation laws and regulations to ensure compliance
  • Design and build compensation metrics, reports and tools.
  • Manages the participation in, annual compensation surveys to include conducting market research and competitive analysis to ensure agency compensation program, processes and competitive pay benchmarks are achieved.
  • Performs analysis on compensation ad hoc requests or projects
  • Assist managers with developing job descriptions and assign education, certification and license requirements; recommends appropriate job titles, job codes, FLSA status
  • Manages the development and review of job descriptions periodically and determine FLSA exempt or non-exempt market pricing of jobs and internal leveling
  • Established pay range recommendations for existing and new positions as appropriate.  
  • Conducts job evaluations and job audits to periodically re-evaluate job descriptions and proper allocations to job classes.
  • Research documentation for job descriptions.
  • Administers the performance review process agency-wide, monitors and implements the performance management cycle, and merit/pay increases.
  • Implements performance management related policy and procedures
  • Conducts performance management training and communication
  • Serves as a mentor all BREC leaders regarding compensation related matters.
  • Assist with compliance with federal mandates such as ADA, Civil Rights Acts of 1964 & 1991, ADEA, HIPAA, FMLA, etc.
  • Attends BREC Commission, Advisory Committees as well as Professional Conferences as representative of the department
  • Assists the Director and other staff members in responding to employee inquiries
  • Assists director in compensation budget recommendations and preparation, long range compensation planning and budgeting as required.
  • Initiates computer inquires and produces reports and analysis on compensation matters.
  • Makes recommendations to department directors
  • Recommends changes to procedures when necessary

Requirements and Job Specifications:
Education Required:  Graduation from an accredited 4-year college or university required; Master's degree from an accredited college or university preferred.

Area of Study: Human Resource Management, Public Administration or closely related required;Human Resource Management, Public Administration or closely related preferred.

Certification(s) Required: CCP or GRP related certification preferred; SHRM-CP or PHR certification may be considered.

License: Valid LA Driver's License in good standing.  Must be able to obtain LA driver's license within 6 months of hire. 

Years Relevant Work Experience: Two years' experience in Compensation/HR and data analysis; experience with HRIS system certified; 5 or more years related experience preferred.
Knowledge, Skills, and Abilities:
  • Thorough knowledge of Federal & State Employment Law pertaining to compensation programs
  • Working knowledge of Compensation practice and policy
  • Job description writing and analysis
  • Understanding of compensation administration, compensation program design including incentive, variable and executive compensation practices
  • Mathematical analysis and problem solving
  • Proficient with MS Office Suite (Word, Excel, and PowerPoint) and Windows applications
  • Strong communication & interpersonal skills, excellent analytical skills, and attention to detail
  • Ability to communicate effectively both orally and in writing
  • Ability to establish and maintain excellent working relationships with Department Heads, Management, coworkers, employees and public.
  • Ability to create complex formulas in excel
  • Ability to plan & organize and develop programs effectively
  • Ability to quickly learn BREC policies and procedures and Programs
  • Ability to adjust to changing work demands, procedures, technology and or priorities
  • Must have a positive attitude with the willingness and desire to learn new skills
