The County’s eastern area is mainly suburban in character while its western area is more rural, including small towns, horse farms, and more than 160,000 acres of well-preserved open space. Dulles International Airport, a major facility serving nearly 30 million passengers every year, is in the southern part of the County. Additionally, the Washington D.C. Metro subway is currently expanding into Loudoun County with the extension of the Silver Line – scheduled for completion in FY2020 – which will allow residents to travel conveniently into and around the Washington, D.C. area.

THE POSITION: As in accordance with the Board of Supervisors’ approved compensation philosophy and personnel policies, the Compensation Manager will be responsible for the County’s compensation program by creating in-house technical expertise to implement, monitor, administer, and update the County's classification and compensation system. The Compensation Manager will report to the HR Manager of Strategic Initiatives.

RESPONSIBILITES: Provides support in administering and maintaining company-wide competitive, cost-effective, and internally equitable compensation programs. Participates in external compensation surveys. Working closely with various partners, provides detailed market analysis on jobs. Develops job descriptions and titles and ensures titling is in compliance with policy and directives. Manages and administers compensation programs including short- and long-term bonuses, incentives and other reward programs. Creates models for management regarding potential compensation plan changes. Implements new strategies and processes as needed. Participates in the management of the annual salary increase and bonus processes for employees, working closely with other members of the Compensation Team and Business Partners, as well as the Payroll and HRIS teams. Develops, analyses, and prepares recurring HR metric reports and ad hoc requests. Prepares and presents statistical reports and incentive plan accruals to Finance on a cyclical basis. Works closely with the HRIS team to ensure job grades, codes, etc. are properly graded and maintained in systems. Working closely with the HRIS team, responsible for ensuring data integrity with regular audits. Provides consultation and guidance to HR, supervisors, managers, and employees on Company compensation programs. Ensures compliance of all compensation programs with federal and state regulations; conducts periodic audits of salaries to identify any potential problems or non-compliance issues. Works closely with HRIS team to conduct audits and perform cyclical analyses. Aides in the completion of regulatory compliance reports such as the EEO-1 reports, as needed. Works with internal and external auditors as needed. May help in drafting SOX controls and responding to audit requests as needed. Assists in preparing and delivering training materials for management and employees in regards to compensation programs. Assists in the drafting of compensation related communication materials, letters and templates. Works closely with the Recruiting team on drafting offer letter language and templates, as needed. Responsible for maintaining the compensation related sections of the employee internal portal (intranet).

: Any combination of education and experience equivalent to a Bachelor’s Degree in Human Resources Management, Mathematics, Statistics, or related field and six (6) years of directly related Human Resources experience required.

Thorough knowledge of the theories, principles and practices of compensation management and salary administration Comprehensive knowledge in areas such as regulatory compliance, policy development, compensation programs and procedures, position analysis and classification, management principles and practices and human resources information systems. Demonstrated ability to use HRIS applications to process, review, monitor, and/or report human resources data. Excellent skills in the areas of project management, communication, organization, problem solving, decision making, and leadership.

Ability to communicate effectively orally and in writing. Ability to make presentations and facilitate discussions, analyze issues and recommend solutions. Ability to manage complex projects with countywide impact. Ability to formulate long range vision and direction. Ability to manage change. Ability to conduct detailed analytical evaluations. Ability to prepare comprehensive reports including data analytics and recommendations. Ability to write policies and procedures.

Master’s Degree and local government experience preferred.

Certified Compensation Professional (CCP) highly preferred PHR, SPHR, SHRM-CP, or SHRM-SCP highly preferred.

This position may work beyond the normal workweek and is subject to night and weekend work to include meetings. Some travel may be required.
