This class is the second level in a three-level Information Technology – Technology Management Series devoted to providing strategic direction and management of an information technology business unit, enterprise-wide strategic function and/or enterprise-wide project or system.  Incumbents are typically the highest level of management staff working under the direction of the Chief Human Resources Officer or his/her designee.  Incumbents provide professional work overseeing an assigned program, unit or function within the Information Technology Department or serve as a second level supervisor for a large, complex, department-wide information technology unit providing primary support to specialized department systems. Assignments involve supervision of at least two or more professional, exempt level staff, as well as other technology and/or support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.

  • Supervises staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.
  • Provides oversight and leadership of assigned human resources information systems and applications and unit; monitors security, performance and sustainability of existing systems in meeting current and future business requirements; ensures the alignment of processes and technology solutions with departmental strategic objectives.
  • Oversees and provides technical direction in the development of technology solutions to address user needs, requests and critical issues; analyzes processes and determines requirements and/or need for change; collaborates with other leaders and stakeholders to plan course of action and design solutions in support of project/program/functional initiatives and strategies. Serve as a member of the Center of Excellence team for the City.
  • Plans and oversees implementation of applications, modules, processes and/or projects; manages timelines and resource allocation; monitors and measures quality assurance; provides technical oversight and facilitates communication with stakeholders and vendors.
  • Monitors and administers assigned budget; analyzes budget and resource issues; makes budget allocation and adjustment recommendations; performs audits; maintains and track, license agreements, contracts, inventory and/or other items related to purchasing, expenses and resource requirements.
  • Serves as a representative and/or lead on committees, project teams or other functional groups in support of assigned area; establishes priorities; evaluates and recommends system/project/process solutions and resource deployment.
  • Prepares and oversees the development of technical documentation, policies/procedures, proposals, process flows, training materials, performance reporting, presentations, correspondence and/or other documentation in support of assigned programs/projects/processes/functions.
  • Performs other duties of a similar nature and level as assigned.


Education and Experience
Bachelor's degree in information technology or directly related field, five years of professional experience related to assignment and two years of supervisory experience.  Must have experience with PeopleSoft and Oracle products.
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

License and Certifications
