Do you have a solid HR background, strong leadership and consulting abilities? The City of Boulder seeks two full-time, innovative HR professionals who have the ability to see the bigger picture needs of the city in order to drive change and continuously improve the employee experience.  As a member of the HR department, you'll work with a progressive team and leverage your industry knowledge to effectively collaborate with city business partners on the broad spectrum of human resource matters.  These roles are part of the Human Resources Business Partner job series and depending on qualifications will be hired as an associate or business partner. 
 
The ideal candidate will have knowledge and exposure to all HR functions, exceptional interpersonal and communications skills, inspire trust, work and adapt well to diverse audiences and have a demonstrated organized approach to setting priorities and achieving objectives.

These positions serve as business partner to assigned city client groups to provide broad spectrum HR support to the city related to recruitment, classification and compensation, employee and labor relations, talent management, and leave administration.  
 

The HR Business Partner may support the following client groups:
Public Works, Planning/Housing/Sustainability, and Energy Future

The Associate Business Partner may support the following client groups:
Open Space/Mountain Parks and Parks & Recreation.  This position will also support the seasonal hiring needs of these organizations.


These roles will assists in guiding assigned departments and employees through organizational and cultural changes utilizing a variety of tools and communication strategies. Other responsibilities include:

  • Recruitment- Partners with client groups to determine staffing requirements through a variety of recruiting and sourcing strategies, such as reviewing and screening candidates, coordinating and/or assisting with interviews and selection and assisting in the offer and hiring process.
  • Compensation and Classification- Performs professional level human resources work in the area of citywide classification and compensation, including job and equity studies and advice and strategic direction on the development, implementation, and maintenance of assigned departments classifications and job description development and revision.
  • Employee and Labor Relations – Support client groups by offering counsel on HR policies and practices to ensure consistent application, and support the maintenance of respectful relationships within work groups.
  • Talent Management and Employee Lifecycle – Supports new employee orientation and on-boarding, succession planning, performance management processes, employee engagement plans, analyzes themes from exit interview to make recommendations.
  • Leave Administration- Works with the Human Resources Department benefits staff to resolve FMLA, ADA, and benefits questions.
  • Project Management:Completes special projects by clarifying project objective; consistently communicates to all clients, sets timetables and schedules; conducts research; develops and organizes information.
  • Develops and provides training on various topics.
  • Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.  Enhance department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.

Requirements

HRBP
REQUIRED MINIMUM QUALIFICATIONS:
Bachelors in Human Resource Management, Business or Public Administration with an emphasis in HR, or related degree and a minimum of five years in an HR generalist role or a specialist role with exposure to all HR functions or an equivalent combination of experience and/or education. Valid driver's license.  Have and maintain acceptable background information, including criminal conviction history and motor vehicle record.

DESIRED QUALIFICATIONS – In addition to the required minimum qualifications:
Graduate degree in HR, Business or Public Administration, Law, Industrial Psychology, or a related field. Professional certifications, such as Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR) or Certified Compensation Professional (CCP).  Previous experience working in local government.  Prior experience with labor relations in a union environment, including negotiations.  Training and/or experience in alternative dispute resolution techniques.

Associate HRBP
REQUIRED MINIMUM QUALIFICATIONS:
