Duties:

This position will serve as the Benefits Manager for UCOR.

This position is responsible for directing and planning the day-to-day operations of group benefits programs (group health, dental, vision, short-term and long-term disability, life insurance, travel and accident plan, flexible spending plan, etc.) for single-employer, multiple employer and retiree benefit plans at U.S. Department of Energy sites in Tennessee, Ohio and Kentucky. This position provides excellent customer service and designs quality benefits plans. This position is responsible for continually investigating new benefits programs, improves existing programs, and supervises and monitors health and welfare benefits administration. 

  • Ensures compliance with employment, benefits, insurance, safety, and other laws, regulations, and requirements in management of the health and welfare benefit operations.

  • Maintains knowledge of laws, regulations, and best practices in employment law, HR, and talent management.

  • Research employee benefits plans and vendors to identify those that present the best value.

  • Design, recommend and implement new benefits programs. Examine possible plan designs and benefits cost changes.

  • Negotiate (or through plan consultants) with vendors and administrators for best plans, design options and rates.

  • Work with participating employers to negotiate and finalize employee benefits premium contributions (cost shares).

  • Serve as primary contact for health and welfare plan vendors and third-party administrators.

  • Coordinate transfer of data to external contacts for services, premiums and plan administration.

  • Evaluate and revise internal processes to reduce costs and increase efficiency.

  • Document and maintain administrative procedures for assigned benefits processes.

  • Prepare and/or review applicable benefit plan document updates, notices and summaries.

  • Ensure compliance with applicable government regulations and timeliness and accuracy of required reporting & fees.

  • Coordinate daily benefits processing. Manage or handle employee/retiree enrollments, COBRA, terminations, changes, beneficiaries, disability, accident and death claims, Qualified Medical Child Support Order (QMCSO), and compliance testing.

  • Oversee maintenance of employee benefits files, maintain group benefits database and update employee payroll records.

  • Oversee the processing of monthly billings and premium remittance and payment of administrative fees for all group plans.

  • Review health plan utilization metrics on quarterly basis.

  • Supervise/assess the accuracy and performance of functions performed by benefits staff.

  • Perform plan audits. Prepare, collect and organize data for actuarial assessments. Review data in conjunction with actuarial evaluation.

  • Analyze current benefits, evaluating the use, services, coverage, effectiveness, cost, plan experience and competitive trends in benefits programs, and identify the company's stance related to Collective Bargaining Agreements Economic Parameters, Benefit Value Studies, etc.

  • Review both short- and long-range cost estimates/projections and relevant statistical analyses regarding modifications in benefits programs and implementation of new programs.

  • Survey industry trends. Complete benefits surveys and review information obtained from the results. Analyze complex benefits information. Forecast trends and assist with future benefits designs. Develop specific recommendations for review by management.

  • Monitor administrative costs of benefits programs and recommend cost containment strategies, including alternative methods for administration and funding.

  • Provide customer service support to internal and external customers. Develop communication tools to enhance understanding of the company's benefits package.

  • Design and distribute materials for benefits orientations, open enrollment, benefit guides, and summary plan descriptions. Provide training and support to group benefits associates.

  • Based on metrics and analysis, makes recommendations for policies and activities to improve existing metrics including changes to benefits provisions.

  • Researches or coordinates with appropriate benefits administration staff and consultants to research alternatives for health, retirement plans and benefit providers.

  • Ensures compliance with data privacy regulations and best practices.

  • Manage health and welfare benefit plans transitions for prime contractors and/or subcontractors at applicable DOE participating employer sites (Paducah/Portsmouth).

  • Interface with Retiree Interest Groups, retirees, or employees as necessary addressing benefit provision inquiring or changes.

  • Performs other duties as assigned. 

Requirements

Job-Related Qualifications Required

  • Bachelor's degree in human resource management or related field, and a minimum of 12 years of related benefits or employee benefits administration experience, or equivalent combination of education and experience may be considered. Master’s degree is preferred.

  • Prior Experience within a contractor government environment is strongly desirable.

  • Society for Human Resource Management (SHRM)-Certified Professional (CP), SHRM- Senior Certified Professional (SCP), Human Resources Certification Institute (HRCI)-Senior Professional in Human Resources (SPHR) and Certified Employee Benefits Specialist (CEBS) professional designations strongly preferred.
