Chapin Hall at the University of Chicago is seeking an experienced HR/Benefits Manager who will work collaboratively with Chapin Hall staff. The successful applicant will have a demonstrated track record in various areas of Human Resources to include health and welfare benefits, leave administration, talent management, audit, HRIS, and compliance.

The role will function as a consultative business partner to leadership, management, staff (i.e. Research, Policy, and Administrative) and external partners. The role will primarily be responsible for overall management of Chapin Hall’s benefits’ program and assume other HR responsibilities allowing for full immersion into and across Chapin Hall Human Resources. The successful candidate will be expected to contribute successfully to the achievement of short and long term department and organizational goals.

The HR/Benefits Manager will report to the Human Resources Director and be located at headquarters in Chicago, IL. The successful applicant is expected to work normal business hours and must have flexibility in their work schedule to accommodate business demands.

ESSENTIAL FUNCTIONS

The primary responsibilities of the position are as follows:

Benefits Administration

-Design and administer all Chapin Hall health and welfare plans; oversee the development, implementation, reporting, and ongoing monitoring of federal, state regulations, including ACA, COBRA, SPD, 5500 Reporting for ERISA Plans, etc.; document compliance efforts; research, update, and distribute all annual notices and required disclosures

-Manage relationships with internal/external stakeholders and suppliers; identify and resolve all benefits administration problems in a timely manner; keep leadership apprised of issues as appropriate; coordinate benefits communications efforts via email and HRIS regarding new hire, life event, termination, and COBRA

-Co-lead, in partnership with the HR Director, responsibilities, tasks, deliverables, and meetings with Chapin Hall’s Benefits Committee and Retirement Committee; work collaboratively with HR Director and Financial Operations regarding HR budgeting; partner with HR Director and other stakeholders to ensure benefit programs are competitive

-Reconcile monthly carrier billing; communicate with carriers regarding any outstanding/incorrect items ensuring resolution occurs; partner with Financial Operations regarding benefits reconciliation

-Process benefits enrollments and terminations through carrier portals; initiate terminated employees’ COBRA eligibility; notify carriers of any changes in elections and ensure accurate transmission of electronic feeds (i.e. new hires, open enrollment, terminations)

-Troubleshoot issues, run reports, audit deductions, resolve claims inquiries, and communicate with carriers and staff as needed

-Manage all leaves of absence and disability claims (STD, LTD, Workers Compensation, FMLA)

-Facilitate the annual open enrollment process through planning, implementation and communication of all new benefit programs or program changes to staff, broker, and carriers; coordinate training for HR colleagues and all staff

HR Administration

-Lead annual fringe rate planning efforts; conduct necessary analysis; develop fringe rate scenarios; lead meetings with key stakeholders to finalize fringe rate recommendation

-Collaborate with HR Director regarding key initiatives in support of Chapin Hall’s Strategic plan

-Initiate and administer the Incoming Person Report process; engage other stakeholders as needed ensuring completion of all steps in preparation for new hire start

-Manage benefits related tasks as part of new hire onboarding; coordinate efforts with HR colleagues as needed

-Initiate the departure process, in partnership with HR colleagues, ensuring seamless termination of on-site and remote staff

-Engage with HR staff and applicable stakeholders regarding the development and implementation of employment, benefits, and workforce policies; ensure written processes and procedures are current and documented

-Lead efforts, in collaboration with stakeholders, for ERISA Plans to include retirement, cafeteria plans, 5500 reports; prepare year-end and year-beginning audits of the benefits programs

-Provide required information to Financial Operations regarding benefits processes

-Provide back-up Payroll Administration support when needed

-Perform other duties as assigned

QUALIFCATIONS

Education

  • Bachelor’s degree in human resources, business administration, finance, or related field required; Master’s degree preferred
  • Specialization or concentration in benefits administration or compensation preferred
  • SHRM/HRCI certification preferred.

Required Experience and Other Qualifications

  • Minimum 10 years of progressive human resources/benefits experience; minimum of three years program management responsibility
  • Experience in the non-profit sector preferred
  • Experience designing, implementing, and managing benefits programs required
  • Experience in partnering with all levels of staff and external stakeholders to develop and implement benefits programs required.
  • Experience with federal, state, and local employment laws and regulations required.
  • Professional maturity, sound judgment and comfort with changing priorities required
  • Ability to handle employment information and issues with absolute discretion and confidentiality required
  • Strong attention to detail and organizational skills required
  • Strong project management skills and ability to manage multiple priorities

  • Personal qualities of integrity, credibility, hard work, and dedication required
  • Exemplary interpersonal and communications (oral and written) skills with the ability to translate and convey concepts and decision to internal and external stakeholders

  • Demonstrated experience with various HRIS systems
  • Demonstrated use and comfort with Microsoft Suite; knowledge of and ability to navigate successfully business systems
