The Human Resources Administrator position is primarily responsible for administering the day-to-day operations of ATD’s group benefits programs. This position provides customer service to employees and will support other daily functions of the Human Resources department. This position reports to the Executive Director, Human Resources and works closely with Finance and Operations teams.


Benefits and HRIS/Payroll Support (70%)

  • Monitors employee eligibility for benefits plans. Reviews benefits with employees and processes enrollment, cancellation or changes.
  • Coordinates health, life and disability insurance enrollments and communicates with service providers concerning routine administration of programs.
  • Assists with managing annual open enrollment communications and election process.
  • Maintains and distributes list of new and cancelled employees under each benefit plan. Verifies benefit billing accuracy and processes for payment.
  • Resolves discrepancies with TPAs, benefit carriers, payroll as needed.
  • Strives to ensure employee understanding of benefits programs by regularly generating communication with employees.
  • Resolves employee complaints related to health and welfare plans, refer difficult or very complex complaints to Executive Director as needed.
  • Maintains HRIS system, personnel files and provide management reports as requested.
  • Maintains employee records, ensuring completion and accuracy of details such as employee contact information, job classification, pay rates, organizational structure, and other key details.
  • Maintains HRIS system by accurately entering and processing information.
  • Ensures proper processing and audit of payroll deductions for taxes, benefits, and other deductions.
  • Submits HR and payroll changes to Finance and Accounting on a timely basis.
  • Keeps management advised of potential problem areas and recommend/implement solutions as appropriate.

General HR Support (20%)

  • Assists with recruitment advertising, interview scheduling, offer letter preparation.
  • Coordinates all aspects of new hire processing and on-boarding, including preparing paperwork for new hires, assist with planning and conducting new employee orientations to educate new employees about company policies and procedures.
  • Performs other routine tasks required to administer and execute human resource programs.

HR Compliance (5%)

  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews ATD policies and practices to maintain compliance.
  • Ensures ATD follows all applicable statutes and regulations governing employees (including without limitation, the Americans with Disabilities Act, Family and Medical Leave Act, Title VII of the Civil Rights Act of 1964, Fair Labor Standards Act, OSHA requirements with respect to posters, notices, announcements, and any other matter concerning compliance.
  • Recommends new approaches, policies and procedures to continually improve efficiency of the department and services performed.

Other Duties (5%)

  • Supports and assists in the planning and coordination of ATD employee recognition programs and special events.
  • Provides back-up support to Operations team members as requested.
  • Performs other duties as assigned.

  • Bachelor’s Degree and a minimum of 5 years of human resources experience with a history of working in progressively more challenging roles.
  • Proven ability to maintain confidentiality and discretion in matters that need to remain private.
  • Strong communication skills (written and oral)
  • Good organizational skills and attention to details.
  • HRIS skills including proficiency with ADP Workforce Now.
  • Analytical skills and a thorough knowledge of benefit plan designs.
  • Knowledge of all pertinent federal and state regulations, filing and compliance requirements, both adopted and pending, affecting employee benefits programs, including the ACA, ERISA, COBRA, FMLA, ADA, Section 125, workers' compensation, and DOL requirements.
  • Good judgement and the ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
  • Proficiency with MS Office Word, Excel and PowerPoint.
