CPS HR Consulting seeks an experienced Human Resources professional to join our team in providing executive-level recruiting services to our clients.  We are looking for someone highly motivated, and dependable, who is passionate about helping public agencies in the area of executive recruitment.  This is a full-time, regular position that can be based in any California area near a major airport.  Work involves recruitment activities for public sector executive, department head, and management level positions; the application of theoretical and practical knowledge; along with strong analytical and problem-solving skills.  Travel is frequent (up to 40% of the time) and required as part of the assigned responsibilities.


Typical job functions include but are not limited to:

  • Lead and work on recruitment project teams, delivering recruitment and selection services, and providing technical consultation to clients.
  • Build trust and relationships with client representatives, including executives, boards, councils, and commission members, as well as job applicants.
  • Plan and carry out best practice recruitment methodologies with high integrity, ethical conduct, and legal compliance.
  • Use diplomacy and tact when discussing concerns and contribute to problem solving conversations around recruitment needs.
  • Provide technical expertise, and develop methodologies, processes, procedures, services, and strategies to address client needs.
  • Effectively communicate using active listening skills, verbal and written techniques, and technology.
  • Plan and conduct projects involving complex technical and administrative issues, and apply specialized knowledge.
  • May plan, organize, oversee, supervise, and evaluate the work of a project team, or support staff.
  • Write proposals, estimate project hours and budget needed, and provide input for project approach.
  • Prepare and present information about our services to prospective and existing clients.




Bachelor’s degree.



  • Prior work in the public sector
  • Strong relationship building skills
  • Experience in project management and budgeting
  • Experience working with boards and councils
  • Some recruiting experience is highly desirable


General knowledge of government rules, the principles and practices of recruiting, and proficiency in Microsoft Word, Excel, PowerPoint, and Outlook are required.
