Spokane Public Schools is seeking applicants for the position of Executive Director of Human Resources effective July 1, 2018. This position provides leadership to and is responsible for school district Human Resource operations. Responsibilities include strategic planning, labor relations, negotiations, certificated and classified personnel services, onboarding, professional development, equity services, staff support services, and substitute services.

Expected salary range: $109k to $130k DOE.

  • Responsible for recruitment, selection, assignment, and evaluation processes of certificated and classified staff to ensure the development and maintenance of a well-qualified and diverse employee workforce.
  • Develop, communicate, and implement an efficient, fiscally sound and equitable staffing model for district schools and programs. Ensure that a system of position control aligns with district budget planning and parameters.
  • Consult with the school district’s legal counsel on employment related legal matters.
  • Act as resource support to district administration, managers and supervisors, providing professional development, direction, intervention, training or creative problem solving strategies regarding employment related situations.
  • Provide leadership and work with building and program staff in interpreting personnel/human resources policy, procedures, and employee bargained agreements.
  • Provide leadership to and support for effective working relationships with employee associations and unions. Serve as the district representative in all labor relations matters to include serving as the district's chief negotiator for collective bargaining.
  • Provide a strong leadership role in addressing and fostering a focused system approach to developing and expecting cultural competence.
  • Responsible for and supervise the accurate and timely preparation and submittal of a variety of state and federal personnel reports.
  • Develop, implement, and routinely evaluate human resources department practices and processes including records management, employment services, and customer service.
  • In consultation with the Superintendent’s Leadership team, recommend personnel/human resources policies and procedures to the board of directors.
  • Represent Human Resources on various councils and committees.
  • Perform other duties as assigned.


Requirements

  1. Master's degree in educational administration, human resources administration or related discipline required. Earned doctorate preferred.
  2. Demonstrated successful experience in personnel administration in a medium-to-large school district, public educational institution, or a large complex organization.
  3. Demonstrated ability to recruit top talent, and to develop and retain a high quality diverse employee workforce.
  4. Demonstrated successful experience with traditional and interest-based (collaborative) bargaining processes, development of effective labor/management relations, and implementation of employee contract administration.
  5. Demonstrated successful experience in developing and implementing systemic equity services.
  6. Demonstrated successful experience with employee disciplinary investigations and legal issues pertaining to personnel/human resources functions.
  7. Experience developing and administering budgets, staffing allocations, and position control; experience with classification and compensation studies and systems.
  8. Demonstrated experience with and knowledge of the applicable laws, regulations, and emerging practices pertaining to assigned responsibilities to include knowledge of current issues and trends in education and human resources activities.
  9. Demonstrated ability to provide positive and effective leadership with others and to develop and accomplish personal and organizational goals.
  10. Demonstrated ability to effectively represent the district and interact successfully with labor unions, other agencies, diverse groups, community groups, and the public.
  11. Successful and demonstrated experience and skills in current technology  being used in today's human resources services to include a personal ability to use computer technologies for planning, budgeting, staffing, scheduling, and other management activities.
  12. Demonstrated ability to effectively plan, schedule, and use resources; reach logical conclusions and make high quality decisions involving others appropriately in the decision-making processes; and take action and accept responsibility for actions and consequences.
  13. Demonstrated ability to communicate effectively in written and oral form, using language that is appropriate to the person or group.
  14. Demonstrated ability to establish effective working relationships and interact successfully with school district administrative, instructional support services staff, and labor representatives, including perceiving the needs and concerns of others; assisting others in resolving conflicts; motivating others; and designing programs to assist others in meeting organizational goals.
  15. Required use of personal vehicle. Valid driver's license as use of personal vehicle required.
