B. Fiscal and Support Service

  • Represents the district in its relationships with employee organizations and provides guidance to district administrative and supervisory personnel in matters relating to employee relations and other legal issues.
  • Coordinates legal services in order to protect district resources, minimize disruption to the educational process and maintain district compliance with federal, state and local laws.
  • Develops and manages hiring processes that set core standards required of all new employees.
  • Serves as advisor to support staff development committees and assists in the process of employee staff development. 
  • Develops and implements process for induction of new professional and support staff to enhance service to students.
  • Develops and implements process for hiring outstanding staff who are committed to the learning of each and every student.
  • Develops and implements a process of teacher recruitment that promotes diversity and excellence.

 

C. Organizational Culture

  1. Promotes recognition of employees.
  2. Promotes internal and external public relations.
  3. Empowers staff on site to make personnel decisions through access to information and creation of user-friendly human resources processes.
  4. Works collaboratively with collective bargaining units to problem solve issues in a non-adversarial manner.
  5. Promotes a harassment-free environment for employees and students.
  6. Utilizes the principles of continuous quality improvement:
    1. Objective measures of quality are developed, regularly monitored and visually reported.
    2. Essential data is used to drive improvement of human resources process.
  7. Promotes employee wellness and assists wellness committee in its efforts.

 

D. Leadership, Supervision and Development

  1. Forms partnerships with community to improve human resources processes.
  2. Systematically obtains feedback from internal and external customers to assess impact of human resources department improvement efforts.
  3. Educates self in all areas of employment and human resources law and personnel/human resources processes.

 

E. Long-Range Planning

  1. Assures an ongoing process of data collection to gain information that assists the board of education in determining the future needs of employees.
  2. Assists the board of education in performing its primary function of improving future opportunities for students by proper analysis of the human resource functions.
  3. Involves the board of education, staff and community in continuously improving the strategic planning processes for the human resources function.
  4. Teams with all departments to ensure that human resources functions meet the needs of all internal and external customers.

 

F. Basic Elements

  1. Maintains and updates a complete file of job descriptions in the district.
  2. Manages the hiring, onboarding and offboarding processes.
  3. Recommends all assignments, transfers, plans of improvement, dismissals and promotions.
  4. Plans, develops and revises human resources management policies in accordance with state and federal legislation for submission to the board for adoption.
  5. Maintains a file of completed application forms.
  6. Makes referrals to private legal resources when necessary.
  7. Assists private legal resources in litigation.   
  8. Provides legal advice within areas of expertise.
  9. Certifies classifications and salaries to the business department.
  10. Maintains appropriate human resources records.
  11. Reports the problems, conditions and needs of the human resources office periodically to the superintendent.
  12. Supervises and evaluates human resources staff.
  13. Manages process for issuance and renewal of state credentials.
  14. Makes timely announcements of dates to be observed by applicants and employees to comply with state and district requirements.
  15. Assumes administrative responsibility for routine duties of the human resources office.

TERMS OF EMPLOYMENT:

Twelve-month contract with five weeks vacation each year. Salary to be established by the board of education.

EVALUATION:

Performance will be evaluated in accordance with the provisions of the board’s policy on evaluation of administrative staff.

Requirements

QUALIFICATIONS:

  1. Wisconsin Department of Public Instruction Principal or District Administrator certification and experience as an educator preferred.
  2. Masters Degree required
  3. Human Resource Director or educational administration experience preferred
  4. Labor relations experience including handbook and contract negotiations preferred
  5. Wage and salary, incentives and benefits design, and administration experience preferred.
  6. Ability to serve as community liaison and coordination of school-community partnerships.
  7. Familiarity with current legislation and regulations pertaining to compensation, benefits, FMLA, hiring, employee recognition, discipline, termination and other aspects of human resource management.
  8. Leadership and experiences with employee wellness programs preferred
  9. Such alternatives to the above qualifications as the board may find appropriate and acceptable.                                                                                                                                          

 

REPORTS TO:  Superintendent of Schools

JOB GOAL: To develop and manage human resources processes in order to promote the overall effectiveness of the school system and to maximize the educational opportunities and benefits available to each child through the selection, development and retention of quality staff.
