The Enterprise Director for Labor Relations will manage the comprehensive labor relations strategy for the executive branch of Minnesota State Government.  This position provides executive management, leadership and direction to the operations of the Section so that policies are developed, priorities are established, and programs are implemented in an integrated way throughout the state.  The major focus is on State-wide operations, organizational evaluation and change.  The position supports management within the Labor Relations section to assure high quality, cost-effective programs within the framework of applicable state and federal laws and rules. 

The Enterprise Director is responsible for strategic planning, management and oversight of enterprise-wide Labor Relations goals, programs and implementation. This position will ensure collaboration between the Enterprise and state-wide agency talent to ensure partnership and resource sharing in order to arrive at mutually beneficial goals and outcomes related to Labor Relations. Additionally, the incumbent will work in strong partnership with other Centers of Excellence, and be responsible for the development of ongoing learning programs for agency Labor Relations reps, including newly hired reps, based on policies, trends, analytics of grievances, employee relations concerns, and legal updates.  The incumbent is responsible for driving and managing employee relations activities according to established guidelines and sound administrative practices and in accordance with MMB’s mission, values and goals.

Enterprise Labor Relations is a Center of Excellence in MMB Enterprise Human Capital.  This position will work collaboratively with MMB Enterprise Directors, leaders in state agencies, councils and commissions to provide integrated programs in support of a diverse and inclusive culture and supporting efforts towards perception of the State as a Model Employer.

Requirements

Minimum Qualifications:

Five (5) years of work experience which must include a minimum of three (3) years at a supervisory or managerial level OR Bachelor's degree in Human Resources, Industrial Relations, Business or Public Administration or closely related field plus three (3) years of supervisory and managerial experience.  Work experience must include technical knowledge and application of the following:

  • Legislative and budget processes sufficient to ensure that negotiated wages and benefits receive legislative approval, and/or equivalent private sector budget processes used to secure executive leadership approval
  • Labor relations law, policy and practice
  • Provisions of personnel law and rules
  • Grievance and arbitration processing or equivalent (e.g., processing of administrative charges)
  • Must have successfully negotiated multi labor contracts, with multi bargaining units

Leadership:  demonstrated management skills and experience to successfully plan, organize, delegate, evaluate and control activity in order to reach goals; ability to set goals, prioritize and organize to maintain an even workload; ability to evaluate the usefulness of innovations and consider alternatives for systems improvement; ability to lead others to accept new methods and changes; and ability to understand, interpret, and administer rules, policies and procedures, and to grasp technical aspects of all section functions.

Communications/Human Relations:  superior oral and written skills to successfully interact, engage, and cultivate strong relationships with a diverse audience of internal and external customers, as well as various levels of management staff; demonstrated ability to build partnerships and influence agency leadership, peers, human resources and labor relation reps, and decision makers; and understanding of relationships to drive effective collaboration with state employees, peers and stakeholders.

Technical skills:  demonstrated expertise and understanding of the theories principles, laws, practices, and trends associated with labor, compensation, arbitration, and collective bargaining practices and rules of collective bargaining, labor law including the Public Employees Labor Relations Act, arbitration history, case law, market research and related areas; using facts and analytics to understand trends and develop solutions that lead to positive impact on the organization.

Computer skills:  proficiency in using Microsoft Office products including Word, PowerPoint, and Excel.

 

Preferred Qualifications:

  • Master's degree in Industrial Relations, Human Resources or a J.D.;
  • Human Resources, Labor Relations or Employee Relations experience within the State of Minnesota or other public sector employer;
  • Knowledge of state, county or local government in order to develop relevant labor relations policies, procedures and practices;
  • Experience testifying before the legislature, and or other similar public speaking forums;
  • Ability to formulate and draft management contract proposals for labor agreements and plans.
  • Interest-based bargaining experience
