SMUD’s Human Resources, Diversity & Inclusion Department seeks an experienced Employee & Labor Relations Analyst to provide professional and analytical support as well as subject matter expertise on employee and labor relations matters. The Employee & Labor Relations Analyst is a journey-level, individual contributor role that performs a wide variety of duties related to employee and labor relations, such as providing professional guidance, advice, and training on employee and labor relations matters at all levels of the organization; assisting supervisors with employee coaching, performance management, and performance improvement; conducting and supporting fact-finding investigations of potential policy violations and EEO complaints; writing defensible investigatory reports; recommending discipline and drafting disciplinary documents; addressing sensitive employee matters; and, serving in a support role for labor relations with one or more collective bargaining units, including day-to-day contract management, grievance response and resolution, and labor negotiations.
 
The Employee & Labor Relations Analyst is expected to maintain a working knowledge and be adept at interpreting and applying SMUD policy, relevant Memorandums of Understanding (MOUs), as well as applicable State and Federal laws, rules, regulations. The ideal candidate should be an articulate facilitator and conflict mediator, have excellent written and verbal communication skills, the ability to empower others to engage in discussions surrounding difficult and sensitive employee matters, and, be able to build and maintain effective relationships with stakeholders throughout the organization as well as bargaining unit representatives.

This position is a Civil Service position with a salary range of: $86,827 - $114,992


This posting is for an Journey level Employee and Labor Relations Analyst.  If you would like to be considered for the Senior level Employee and Labor Relations Analyst (2995BR), you must apply to both job postings separately.

 

Major Duties & Responsibilities

  • Assist supervisors with employee coaching, performance management, and performance improvement.
  • Provides advice and assistance to management and employees on matters pertaining to employee and labor relations. Interprets MOUs and personnel policies, communicates changes in agreements, facilitates grievance procedures, and recommends appropriate and consistent disciplinary actions or other corrective measures or solutions.
  • Conducts fair, thorough, and timely internal investigations regarding claims of discrimination, harassment, retaliation or other policy violations or misconduct, ensuring that complaints are thoroughly reviewed and that employees receive fair and consistent treatment as it relates to administration of the policies.
  • Analyzes evidence and writes defensible investigative reports based on neutral fact finding that ensure management has pertinent information to evaluate investigation findings and make appropriate decisions.
  • Provides guidance and assistance to SMUD employees and leaders regarding EEO/fair employment issues, investigative findings, and related matters to ensure they understand their rights and responsibilities. Mediates, facilitates, monitors, and follows up on implementing plans to resolve relevant employment matters.
  • Supports activities related to the Districts negotiated agreements by analyzing pay and other data; reviewing the impact on District operations and work activities of proposed agreements on hours, wages, benefits and working conditions; reviewing the proposed language in negotiated agreements; representing the District at grievance, disciplinary and other related hearings; and providing other assistance as requested.
  • Provides employee and labor relations education to employees and management by coordinating, developing, and providing training on employee relations programs and practices; coordinates training efforts with the Human Resources, Diversity & Inclusion Department.
  • Educates and gives instruction on employee relations matters to ensure that SMUD employees and leaders understand and adhere to Federal, State, and local laws as well SMUD policies and procedures.

Requirements

Minimum Qualifications

Education:
BA/BS degree from an accredited college or university majoring in Public or Business Administration, Industrial Psychology, Industrial Relations, Human Resources Management or related field or equivalent experience. (If no degree, 7 years of experience is required.)

Experience:
Three (3) or more years of progressively responsible relevant work experience functioning in a Human Resources environment in one or more of the following areas: Labor and Employee Relations or other relevant human resources programs.

Knowledge of:
Federal, State, and local laws, codes, regulations, and requirements governing EEO and labor relations functions in California; investigative, survey, facilitation, and mediation techniques; EEO and employee relations/labor relations reporting requirements and standards; techniques for exercising leadership and authority; principles, practices, methods and techniques related to labor relations activities in the public sector; techniques of interest based bargaining; principles and practices of personnel administration; methods and techniques for report preparation and writing; techniques and practices for negotiating; techniques and strategies for public speaking; techniques and practices for cost benefit analyses; techniques and
practices for problem research and resolution; techniques and practices related to negotiations and compromise; concepts and administration; safety policies, practices and procedures.
 

Skill to:
Communicate effectively orally and in writing; establish and maintain effective working relationships internally/externally; write concise and accurate investigative reports; schedule and prioritize own work assignments to meet expected timeframes; interact with others to influence, motivate and challenge; negotiate acceptance and cooperation; identify and assess training and fair employment needs; interpret Federal, State and local laws and SMUD policies, procedures; compile and prepare statistical and/or analytical reports; express ideas/facts clearly and concisely to individual or groups, taking into account the audience and nature of information; serve as a support person and consultant to management; utilize a personal computer and/or computer terminal, systems and software relevant to the job; and, make good oral presentations.
 

Desirable Qualifications

  • Three (3) or more years of increasingly responsible relevant work experience in employee and labor relations in the public sector, including conducting internal investigations on EEO matters, employee misconduct, and policy violations.
  • BA/BS degree from an accredited college or university majoring in Public or Business Administration, Industrial Psychology, Human Resources, or related field or equivalent experience.
  • Certification in Human Resource functions: CCP, IPMA-CS, SHRM, CPS, Labor Relations, Investigations
