The HR Analyst 2 - E-Learning and Technology Consultant is responsible for providing advanced technical support to Health Department service areas with on-line training design and development. The position works independently with content subject matter experts (SME's) and requires more than a basic expertise and knowledge in the use of sophisticated authoring and design software, and the application of adult learning theories, principles and practices. As a result, this position provides the capability to provide training and development opportunities in multiple formats, e.g.., on-line, blended learning, webinars, etc., so that as a Training Unit, we can meet the demands and needs of Health Department staff.  The training developed and presented within the Health Department will be robust to include this position's involvement in performance management, team dynamics, diversity and inclusion, labor relations subjects, and ad-hoc requests. 

As the HR Analyst 2 - E-Learning and Technology Consultant you will:

  • Develop and manage department's technology platform (e-learnings, webinars, videos, etc.)
  • Serve as the department's technical expert on identifying design software used to design, develop and deliver training materials, both virtually and on-line. 
  • Independently create and deliver computer/web-based training using specialized authoring software
  • Convert content from Subject Matter Experts (SME's) into dynamic, interesting, effective and engaging classes that can be delivered as computer based training (examples include HIPAA Refresher and Medication Diversion training for Primary Care and Corrections Health Staff)
  • Provide advance technical support for all Health Department service areas with training design and development for courses uploaded to the County enterprise learning management systems, Multco Learns, and Workday. 
  • Serve as a facilitator as needed for trainings both virtual and in person
  • Analyze data collected, provide metrics for HR Dashboard and make recommendations for improvements and/or changes based on data collected. Data will include performance related and team dynamic concerns, collective bargaining processes and policies, etc.
  • Produces and/or creates promotional activities, newsletters, and job aids, including but not limited to Managers and Supervisors Newsletter
  • Compiles and provides monthly metrics for HR Dashboard in a way that can be shared with senior leadership
  • Manages the learning module transition from SAP to Workday.

Requirements

Minimum Qualifications/Transferable Skills*:

  • Equivalent to a Bachelor's degree from an accredited college or university in Training and Development, Human Resources, Business, Education, Public Health or a related field
  • Two (2) years of professional training management and curriculum development to include experience as a trainer in the classroom and the ability to develop and deliver classroom-based instruction.
  • Experience must include formal training and experience in instructional design, and adult learning and teaching.  
  • Experience in group facilitation, mediation and team building is also required.
  • Experience using e-learning software (such as Captivate, Presenter, etc.), webinar platforms (such as Go-To-Webinar, Adobe Connect, etc.), and other software/technology platforms is required.
