SALARY: 

$123,234.80 - $156,207.17 Annually

SUMMARY: 

The Human Resources Service Delivery (HRSD) Division within the Department of Human Resources (DHR) is seeking a strategic and innovative professional to fill the Division Deputy Director role

The HRSD Division provides HR systems, services, and resources to support a thriving workforce.   

Reporting to the HRSD Division Director, this role will be relied on to provide seasoned expertise in Human Resources and will represent DHR internally and externally. This person will support the Division Director in the management and oversight of HR Service Delivery programs to include HR Managers in the field, classification and compensation, civil service, and talent management. They will play an integral role in the design and strategic direction of core HR functions. 

The ideal candidate will have experience in the analysis, design, implementation, and execution of human resources objectives and programs. They will have a reputation for exceptional communication skills and may enjoy deep dives into data gathering and analysis, project management, employee engagement, and stakeholder management.   It would be an added benefit if the successful candidate was well versed in the methodologies of lean continuous improvement/change management. Other important skills will include:
 

  • Seasoned HR knowledge across multiple disciplines.

  • Demonstrated ability to build consensus and implement decisions.

  • Understanding of public sector and union represented workforces and able to thoughtfully navigate while achieving critical objectives.

This position will also provide leadership, management and oversight for the division in the Division Director's absence.

JOB DUTIES:

 

  • Provide day-to-day management and oversight of Human Resources Service Delivery team(s), projects and programs serving as a managing change agent, conducting issue diagnosis/identification, action planning design and development that is participative and inclusive, managing implementation, and evaluating outcome/results.
  • Establish and oversee communication methods for reporting division priorities, measures, projects and initiatives.
  • Provide leadership and consultation for King County internal customers, facilitating the identification of strategic and operational needs, and guiding toward an appropriate outcome, including but not limited to: HR services, talent acquisition, and classification and compensation administration.
  • Program related policy administration, guidance and oversight.
  • Work collaboratively with DHR leadership, HR management, and King County department/division/section leaders to support, develop, design and implement various Human Resource programs, strategies and initiatives.
  • Implement, monitor, and manage system and organizational change efforts.
  • Support the advancement of the County's Equity and Social Justice Strategic Plan and ensure that the principles of the ESJ plan are reflected in all aspects of the Division's operations.
  • Facilitate optimum utilization of County resources, such as methods, equipment, materials, funding and people, through effective management practices to accomplish established short- and long-term goals.
  • Perform other duties as assigned.


Requirements

 

  • Experience working with people from diverse backgrounds including people of color, immigrants, refugees, women, LGBTQ, people with disabilities, and veterans.
  • Strong and active supervisory skills.
  • Clear and effective communication and presentation skills, both oral and written, with the ability to communicate with individuals at all levels both internally and externally.
  • Skill at goal-setting with the ability to organize people and activities to accomplish strategic work plans.
  • Skill and demonstrated experience in developing and establishing process improvements, and developing innovative approaches to problem solving, working collaboratively and implementing various learning programs.
  • Skill in system/organizational analysis.

 Minimum Qualifications

  • Six years of increasingly responsible management experience in human resources, talent management, classification/compensation, organizational development, or public administration; and
  • A Bachelor's degree in Human Resources, Business Administration, Public Administration, Organizational Development or a related field.

Or

  • An equivalent combination of experience and education.
