JOB SUMMARY

The Democratic National Committee (DNC) Director of People & Culture plays an important role in leading and executing HR strategy and workforce initiatives across the organization. The role provides both strategic and operational HR expertise to the executive leadership team and staff and is responsible for advancing DNC’s inclusion and diversity initiatives. The Director of People and Culture reports to the Chief Operations Officer and supervises an HR Generalist and an HR Coordinator.

RESPONSIBILITIES:

Diversity and Inclusion

  • Provides vision, leadership, management, and strategic planning for DNC diversity and inclusion initiatives throughout the organization.
  • Ensures that initiatives enhance the DNC's reputation as an employer of choice.
  • Keeps abreast of best practices and current trends in diversity and inclusion and brings that knowledge to inform DNC programs and policy decisions.
  • Develops metrics to ensure accountability, tracking, and monitoring of diversity and inclusion initiatives and provides reports and presentations to senior leadership.
  • Works closely with management and individual contributors to improve work relationships, build morale, and increase productivity and retention.


Talent and Performance Management

  • Oversee sourcing and hiring procedures to ensure we attract and select high-potential and diverse employees.
  • In partnership with leadership, provide guidance and input on workforce planning, succession planning, and other people development initiatives.
  • Partner with leadership and subject matter experts to design programs that enhance employee skills and fill overall organizational gaps as needed.
  • Design and deliver employee training and coaching programs (e.g. individual, team, skill-based and management training).
  • Oversee the performance management process. Support managers and individual contributors throughout each phase of the annual performance management cycle, including entry and approval of goals, defining metrics and ensuring DNC has a well understood and implemented pay-for-performance culture. 

Compensation, Payroll and Benefits Administration

  • Manage the annual compensation analysis, creation and review of job descriptions in partnership with compensation to determine title, level, job grade and understand how role fits into overall proposed structure and strategy. Have conversations with managers and individual contributors regarding compensation.
  • Design, manage and review the employee benefits program and manage initiatives regarding new employee benefits. Communicate with managers and individual contributors regarding benefits provided to employees.
  • Manage and work with third-party service providers in order to ensure compliant administration of payroll and benefits.

Human Resources Operations

  • Support employees and managers through the entire employee life cycle including on/off-boarding, promotions, salary adjustments, lateral changes, employee relations, project start-up and close out.
  • Support managers in drafting, revising and maintaining job descriptions and independent contractor agreements.
  • Ensure all Federal, state, and local laws, and corporate HR-related compliance matters are proactively addressed.
  • Maintain compliance with company employee records, including all leave records, and provide regular reporting as required.
  • Respond to questions and/or inquiries from EDD, FEHA, and other governmental agencies.
  • Respond and investigate employee complaints and grievances, and represents DNC at hearings as required.
  • Develop and implement processes to maximize the benefit of third-party service providers.
  • Manage HRIS systems, services and interface with end users, internal and external customers ensuring seamless and efficient human resource processes that support the DNC’s workforce and talent management strategy; focus on transnational and strategic human resources support.
  • Train, coach, advise and provide technical assistance and resources to the human resource team, managers and employees to assure utilization of HRIS systems for increased proficiency and responsiveness in all service delivery areas.
  • Recommend improvements to HR operations to optimize efficiency. 

Employee Relations

  • Guide, manage and resolve complex employee relations issues; conduct formal investigations into claims, and complaints. Partner with managers to avoid and resolve employee relations issues.
  • Contribute to a positive office environment which aligns to brand and promotes positive engagement with HR.

Requirements

QUALIFICATIONS:

  • Bachelor's Degree in Human Resources, Business or a related field;
  • 10+ years of experience and track record working, leading and managing human resources within a fast-paced environment driving key initiatives that align with a company’s core values, mission and vision;
  • SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credentials preferred;
  • Knowledge of multiple human resource disciplines, including talent acquisition and retention, compensation, diversity and inclusion, performance management, benefits design and management, employee relations and HR compliance;
  • Experience managing HR within a highly complex environment with geographically dispersed employees;
  • Experience developing and measuring the effectiveness of HR and diversity program initiatives through HR analytics and metrics.

OTHER QUALIFICATIONS:

  • Exhibit strong integrity and loyalty to the DNC’s vision and mission;
  • Must have a high level of emotional intelligence and be well versed in cultural sensitivity and intercultural competencies;
  • Ideal candidate will be political and business savvy and can manage expectations, processes and multiple projects simultaneously;
  • Must be able to communicate effectively and constructively in writing and verbally with all levels of employees.


SUPERVISORY RESPONSIBILITIES:

  • Directly supervises employees and carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
  • Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
