About the Opportunity

The Director of Talent Acquisition and Management (DTAM) is responsible for directing key aspects of the human resources management function for EFHC including, but not limited to, recruitment and selection of new employees, equal employment opportunity and affirmative action, retention, training and development, and performance management. The role will expose individuals to innovative training and development opportunities that are inclusive of diverse learning styles and individual preferences, with the goal of creating organizational programs and development opportunities that promote a culture of learning and development that drives and reinforces the EFHC’s vision, mission, values and overall performance.

The ideal candidate will be a strategic and thoughtful problem solver, a prudent change-agent and collaborator, a diplomatic and driven leader, an experienced recruiter, and an excellent coach and facilitator. The DTAM excels at guiding and influencing top decision makers, leading change, and executing a progressive workforce development strategy. With both executive and other departmental leadership, the DTAM will translate EFHC’s strategic vision into forward-thinking talent acquisition and management operational plans. The DTAM will report to the Vice President of Human Resources.

Essential Responsibilities and Functions

  • Drives development and operation of Erie’s talent acquisition process, including recruitment, tracking and vetting of applicants, selection, and onboarding, ensuring that all of Erie’s different functional needs for talent are recognized while balancing financial constraints.
  • Designs and implements performance management processes for EFHC staff.
  • Directs and implements leadership development and staff training programs across the organization.
  • Develops and drives programs to retain talent throughout Erie.
  • Working in close partnership with Erie’s DEI Officer and the HR leadership, coordinates and develops the integration of diversity, equity and inclusion principles into the operations of EFHC. 
  • Assists in administering staff and operations of the EFHC’s comprehensive human resources management program, including staff training and assistance.
  • Assists in development and administration of the EFHC’s equal employment opportunity and affirmative action programs.
  • Assists in development, implementation and evaluation of EFHC human resources policies, goals, objectives, and procedures.
  • Assists in preparation and administration of the department budget.
  • Interprets, administers and ensures compliance with state and federal human resources, employment and equal opportunity laws, regulations, policies and procedures.
  • Proactively plans to address emerging human resources needs including workforce planning.
 

Requirements

Qualifications

The successful candidate will possess the following essential qualifications:

  • Experience as a human resources generalist and leader/manager, including mentoring and developing a high performing HR team.
  • Knowledge of, and experience in, processes for recruiting and vetting candidates, along with hiring and onboarding selected candidates.
  • Knowledge of, and experience in, assessment and implementation of learning and development processes.
  • Demonstrated talents in communication and collaboration with staff at multiple levels of an organization.
  • Ability to develop, analyze, and recommend sound policies, strategies, and practices in the areas of talent acquisition and management.
  • Ability to be a value-added partner to organization leadership in areas of responsibility.
  • Demonstrated ability to enhance and/or develop and implement human resources programs, policies, and procedures to improve overall operations and organizational effectiveness.
  • Knowledge of employment practices and ability to analyze and interpret relevant laws, statutes, regulations, policies and collective bargaining agreements.
  • At least five (5) years of professional experience in human resources management.
  • Bachelor’s degree is required; Master’s degree or doctorate preferred.
  • SHRM and/or HRCI certification desirable.
  • Experience in a healthcare provider setting highly desirable; experience in a not-for-profit organization also preferred.

Erie Family Health Centers offers a competitive salary and benefits commensurate with experience that is tied to performance on individual as well as organizational goals, including an annual incentive target.
