Salary

The salary range for this position is between $75,000 - $85,000 per annum on a 37.5 hour work week, depending on E/E. This position is an exempt position and is not eligible for overtime. Extended hours beyond 37.5 hours a week can be expected due to meetings or other unplanned events.

Overview

The Town of Westerly is accepting applications for the position of Director of Human Resources. This position is responsible for responsible for directing all municipal human resources functions including classification, compensation, talent acquisition, benefits, HRIS, labor relations, payroll, risk management and training.

About the Department

This executive level position manages a team of three professionals and oversees a municipal human resources function of approximately 186 full-time and 120 part-time/seasonal staff. The Human Resources Department serves as Human Resources Business Partners to the Town’s other 11 Departments, and provides payroll services to the School Department. The School Department has their own Human Resources Department that is responsible for all other aspects of Human Resources. This position serves on the Town Manager’s executive staff team and will be the principle advisor to the Town Manager on all human resources operations. This position partners closely with the other two administrative executive directors, the Director of Information Technology and the Director of Finance, to ensure the administrative infrastructure and processes run smoothly and efficiently. This position will also partner with the School Department’s Director of Human Resources, to coordinate human resources reporting.

Opportunities

Over the past two years the Human Resources Department has moved to the HR Business Partner model, where the Town is served by the Director of Human Resources and the HR Specialist. Each staff member being the contact to their assigned departments. The HR Specialist is on a career ladder program to become a Senior HR Specialist, and the Director is expected to mentor and continue the development of the HR Specialist and provide guidance and support on the more complex issues the HR Specialist is exposed to.

The Director oversees the Senior Payroll and HRIS Specialist and the Payroll Assistant for the shared services payroll function, which includes processing payroll for all Town and School departments which is approximately 1,000 staff members. This position will be expected to provide guidance and policy direction on all payroll issues for both organizations. The Town is switching from a paper based time-keeping system to a KRONOS system and the individual hired for this position is expected to work with internal staff on a successful launch and transition.

What You Should Bring

The ideal candidate will have a Bachelor’s Degree in Business Administration, Public Administration, or closely related field. The candidate will also have five years of professional and increasingly responsible human resources and payroll experience, which must include a minimum of three years of supervisory and management level experience and at least two years overseeing payroll. Individuals with a Master’s Degree and individuals who hold professional human resources or payroll certifications such as SPHR, SHRM-SCP, IPMA-SCP, CPP or other related professional designations will be given preference.

Individuals should be fluent in navigating various ERP and electronic HR systems. The Town uses MUNIS for the ERP, Survey Monkey for a variety of reasons, Civic Plus for website and job postings, Laser Fische for document management and KRONOS for timekeeping. The Director will be expected to become very knowledgeable on all of these systems to ensure continued progress in the advancement of technology in the Town.   In the last two years, the Human Resources Department has transitioned from a paper based transactional department to fully utilizing a full suite of technology to support HR processes and functions to develop efficiency and communication gains.

Additional Qualifications

Senior Certified Professional (IPMA-SCP) from the International Public Management Association for Human Resources, Senior Certified Professional (SHRM-SCP) from the Society of Human Resources Management, Senior Professional in Human Resources (SPHR) from the Human Resources Certification Institute, and Certified Payroll Professional (CPP) from the American Payroll Association is highly preferred. Individuals who are selected for this position will be required to obtain professional certification within 1 year of employment.

The Opportunity

The Director of Human Resources works in Westerly Town Hall. Current hours are typically 8:00 AM to 4:30 PM; however, flexibility is expected for this position, as this position’s workload changes based on operational demand. Some of the responsibilities are as follows:

  1. Directs, manages, leads, coordinates and mentors departmental staff.
  2. Ensures compliance with all applicable federal, state and Town laws, ordinances and regulations.
  3. Acts as the principle advisor to the Town Manager, Town Council and other internal and external stakeholders on all HR related matters.
  4. Communicates official human resource management policies and procedures to staff.
  5. Designs and develops talent acquisition strategies to recruit, retain and promote exceptional talent working for the Town of Westerly.
  6. Conducts workplace investigations as they arise.
  7. Acts as a Human Resources Business Partner to assigned departments and coordinates with other HR staff in assisting them with their departments as needed.
  8. Conducts wage surveys within the labor market to determine competitive wage and compensation schedules and analyzes data for market competitiveness.
  9. Plans and directs the implementation and administration of the Town’s benefit programs.
  10. Collects and analyzes data on existing benefit plans and programs by researching prevailing practices among similar organizations to establish competitive benefits programs.
  11. Develops and administers a variety of HR programs including the Town’s wellness initiatives through wellness programs, employee recognition and incentive programs, employee performance evaluation system, and the Town’s career ladder and development programs.
  12. Providers leadership and direction in the development of short and long range human resource program goals by gathering, assembling, interpreting, and preparing data for studies and reports for all departments relative to personnel matters.
