Under supervision of the Chief of Staff, direct, plan and coordinate activities of the Human Resources Division; train assigned staff on processes and procedures as required or assign staff to appropriate training programs. Assign, supervise and instruct subordinates in the performance of their work.  Encourage the ongoing development of HR staff. Establish and lead HMFA activities related to employee recruitment and staffing, training and development, retention, promotion, and compensation. Formulate policies, procedures and guidelines relating to Human Resources administration and equal employment opportunities. Review policies, programs and practices to keep management informed of new developments Make policy recommendation changes necessary for new or current policies. Address concerns with Division Directors to ensure prompt resolution.  Follow up regularly regarding status of requests. Lead the Performance Assessment Review (PAR) process for bargaining unit and non-union employees to ensure timely annual distribution and completion. Provide problem resolution to staff and HMFA employees.  Responsible for the initial receipt of all employee complaints. Ensure investigations, required meetings and responses are completed timely and in compliance with union contracts and HMFA policies where applicable. Ensure that HMFA follows applicable Federal and State laws affecting Human Resources administration. Prepare annual budget for the Human Resources Division. Direct the collection, analysis, and interpretation of information relevant to planning and budget preparation of Human Resource operations. Take a lead role in the development and maintenance of the Human Resources System, internet recruitment and the ADP Portal.  Prepare reports and correspondence relative to the activities of the Division.  Keep the Executive Director and Executive Team informed of significant problems that jeopardize the achievement of Agency goals and those not being addressed adequately at the Divisional level. Assist the Executive Division with special projects including restructures.

SHRM - PHR or SPHR preferred

Requirements

Four (4) year college degree in Human Resource Management; extensive related experience, eight (8) years of which in a supervisory capacity.

A valid driver’s license in the state in which the person resides is required only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

PHR or SPHR preferred.

Thorough knowledge of principles and practices of Human Resources management, Federal and State laws governing Human Resource practices and policies. Knowledge of program development and implementation methodology and research methods and techniques. Ability to plan, organize and direct the Divisional operations, to lead the work activities and development of HR staff. Accomplish multiple assignments simultaneously. Establish effective working relationships with HMFA employees and outside services. Maintain a positive work atmosphere in an appropriate manner of behavior that ensures cooperation and effective communication with customers, clients, peers and management. Communicate effectively orally and in writing and to listen actively maintain a high level of confidentiality.
