1. Responsible for recruitment, establishing a plan with a diversity lens, selection, placement, retention and release of professional (certified) and classified (non-certified) staff. Maintains employee service records and other related personnel records.

2. Prepares monthly HR report reflecting district employment data including hiring, retention, and turnover for the Board of Education. Develops and implements the district equity and diversity efforts, which reflect the community and District strategic goals.

3. Reviews and follows all employee discipline and legal procedures that may lead to termination of certified and classified employees. Conducts employee personnel investigations as needed.

4. Responsible for creating a comprehensive yearly plan that addresses the implementation of processes, activities, and evaluation procedures related to improving employee attendance.

5. May act as the Equal Employment Officer (EEO) and Title IX Officer for the District.

6. Ensure federal and state regulatory compliance with EEO, ADA, and ACA requirements and applicable District policies, procedures, and practices.

7. Ensures through administrators and supervisors that all teachers and staff members are evaluated according to schedules in compliance with Ohio Department of Education standards.

8. Interprets, coordinates, develops, updates, recommends, and causes to be implemented all Human Resources policies and regulations. Communicates such policies with school district staff to maintain an awareness of HR requirements. Develops and publishes employee handbook.

9. Represents management in matters of concern to employees including resolution of problems, grievances, arbitrations and participation in collective bargaining. Coordinates indistrict transfers of staff members, both voluntary and involuntary.

10. Reviews job descriptions for certified and classified school personnel. Recommends changes, as necessary to maintain accuracy of work requirements. Implements a process to communicate all changes with school district staff to maintain awareness.

11. Coordinates with the Treasurer’s Department to update the Human Resources Information System network.

12. Manages contracts, stipends and/or supplemental contracts for staff. Reviews overtime and compensatory time on a quarterly basis.

13. In cooperation with the Department of Teaching, Learning, and Professional Development, facilitates the District’s Resident Educator Program and ensures program compliance through the Ohio Department of Education.

Other Functions:

1. Coordinates District New-Teacher Orientation and On-boarding Program.

2. Monitors all licensure, certified endorsements and highly qualified teacher (HQT) status to ensure compliance with Ohio Department of Education standards. Verifies and submits to payroll all National Board Certified teachers annually.

3. Sets Human Resources team objectives and ensures that they are aligned with Department priorities and the District strategic goals.

4. Responsible for ensuring collection and analysis of data related to human resources, monitoring trends, and establishing metrics. Utilizes analytical tools to evaluate policies, procedures, and staffing levels.

5. Oversees and monitors processes for worker's compensation, disability, leave, workplace accommodation (ADA), wellness and health and safety issues. Assists employees through Employee Assistance Programs (EAP).

6. Collaborates to develop and provide supervision and guidance for a district-wide professional development program for staff. Supports the Local Professional Development (LPDC) Committee.

7. Advises, supports, and provides training to school and department leaders on sensitive personnel issues such as coaching, counseling, restructuring, terminations, transfers/promotions, and other personnel management matters.

8. Performs other duties as specified by the Superintendent of Schools.


Requirements of Education, License, Certification or Formal Training:

1. Bachelor’s Degree from an accredited college or university. Master’s Degree preferred.

2. Human Resources certification by a professional HR organization preferred.

3. Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable (i.e., superintendent, principal, supervisor license).

Work Experience Requirements:

The position requires at least five (5) years of relevant human resources experience, at least three (3) years of supervisory experience, of progressively responsible work experience in human resources administration, employee management or labor relations at a successful school district, private sector company (25+ employees), public sector employer, non-profit employer or institution of higher education.

The preferred candidate should have experience in labor relations with collective bargaining units or employee associations (right-to-work states) with a preference to public sector union experience. The successful candidate must demonstrate organizational and analytical abilities, strong interpersonal and communication skills, leadership with a commitment to compliant HR policies and business practices, and the ability to work under pressure in a multi-task environment.
