About the Job:

The Human Resources Director is a strategic partner for The Bar Association of San Francisco (BASF). This position will also provide human resources support for the Justice & Diversity Center of The Bar Association of San Francisco (JDC). This position is responsible for managing the employee relations at three sites in San Francisco which includes planning, directing, and implementing all phases of human resources to foster positive employee relations; ensuring all human resources programs are in compliance with federal, state, and local employment regulations; overseeing and ensuring cost effective employee benefits programs (including negotiations for healthcare programs), compensation programs, recruitment, workers’ compensation program, training and development, performance management, employee relations, legal compliance/litigation avoidance, pay administration and compliance with all employee record keeping. The successful candidate will have the following:

ESSENTIAL JOB FUNCTIONS

Employee Relations

  •      Collaborate with supervisors to facilitate the resolution of interpersonal conflicts, performance problems, harassment investigations, etc.

  •      Coach and counsel department managers to assist with employee problem solving and team building

  •      Analyze HR service delivery and processes and recommend continual improvements to the effectiveness and efficiency of services provided

 

Compensation and Benefits

  •      Inform leadership and provide guidance on compensation issues

  •      Review all salary changes and recommend changes to compensation strategy for organization

  •      Obtain and participate in market surveys for positions as needed

  •      Audit/review/update job classifications and ensure job descriptions are current

  •      Implement performance management program

  •      Oversees administration and service delivery of all benefits programs

  •      Oversees annual renewal of all health and insurance plans

  •      Manage vendor relationships with insurance broker(s), Section 125/132 administrators, healthcare providers, etc.

  •      Manage annual open enrollment process and ensures all respective changes meet deadlines
  •      Manage employee participation in 401(k) Retirement Plan and ensures compliance in terms of enrollment, employee changes and appropriate employee communication
  •     Manage unemployment claims

 

Training and Organization Development

  •      Review, recommend, develop management/employee training programs

  •      Monitor and schedule training to ensure that we are compliant with state and federal regulations

 

Recruitment

  •      Oversee and perform (as needed) recruitment activities including:

  •      Evaluate recruiting methods and improve outreach to maintain and increase the diversity of staff

  •      Coordinate the recruitment process and communication of open job positions

  •      Assist supervisors with interviewing and evaluation process when needed

  •      Research and work with supervisors to stay current regarding recruitment tools and sources, including recruiting sites, job boards, and professional recruiters

 

Compliance

  •      Maintain knowledge of current employment legislation and industry trends

  •      Review BASF employee policies and recommend policy and practice changes to management consistent with federal, state, and local regulations or industry standards in order to ensure BASF is legally compliant

  •      Revise employee handbook as needed to ensure compliance with federal, state, and local regulations

 

Health & Safety / HR Administration

  •     Audit/review HRIS data and system access to ensure data integrity and confidentiality is maintained
  •     Develop standard human resources reports from database for management
  •     Create and maintain written records and develop and monitor procedures for controlling employee transactions and reporting employee data
  •     Manage the Interactive Process for reviewing and implementing Reasonable Accommodation requests
  •     Manage workers' compensation claims and coordinate return-to-work between employee and insurance carrier
  •     Coordinate health and safety programs; create and maintain OSHA records including an Injury and Illness Prevention Program

 

EDUCATION & EXPERIENCE

 

  • Bachelor’s Degree in Human Resources/Business Administration, or an equivalent combination of relevant education, training, and expertise sufficient to perform the essential duties of the position
  • SHRM-SCP or SPHR certification preferred

 

 

 

SKILLS & EXPERIENCE

 

  • Strong interpersonal, analytical, and problem solving skills essential
  • Outstanding leadership skills and a strategic focus with good understanding of financial management
  • Ability to drive change and achieve high impact results
  • Ability to exercise considerable judgment and discretion in establishing and maintaining good working relationships
  • Ability to manage difficult conversations and sensitive situations well
  • Ability to demonstrate excellent communication skills (verbal/written/listening/presentation/negotiation/facilitation) with both colleagues and vendors
  • Ability to read, analyze, and interpret legal documents
  • Ability to work under pressure while managing multiple tasks/projects in a fast-paced environment and independently prioritize with high attention to detail
  • Ability to be self-directed and resourceful with high ethical standards
  • Ability to create efficient and effective financial reports and budgets
  • Strong working knowledge of employment and benefits related legislation and compliance, (i.e., COBRA, ERISA, FMLA/CFRA/PDA, ACA, San Francisco ordinances)
  • Knowledge of benefit plan design and administration of benefit programs
  • Knowledge of salary structure design and evaluation and benchmarking of various business and functional positions
  • Knowledge of Human Resources best practices
  • Strong proficiency in Word, Excel, PowerPoint and Visio
  • Knowledge of Wage & Hour laws essential
