About the Court

The United States Court of Appeals for the 9th Circuit is the largest federal appellate court in the country, hearing cases from nine western states and two territories, as well as various administrative agencies including the Board of Immigration Appeals.

The Court’s mission is to provide an impartial forum for the just and prompt resolution of cases through the uniform and coherent application of the Constitution and the laws of the United States.

The Court’s operational vision is to ensure the Court is accessible to all litigants through easy-to-understand procedures that maximize predictability and minimize burdens; each appeal receives the attention it warrants, without delay and at a reasonable cost; litigants and judges receive excellent service from expert staff who are responsive to their needs; litigants believe they got the process they were due, even when they don't get the result they wanted; and employees feel engaged and supported in a professional, positive work environment that fosters productivity and success.

About the Role

We’re looking for someone who enjoys charting their own course while incorporating input from above and below. This position is ideal for someone who is passionate about public service and wants to become an integral part of a dynamic institution.

Here are some important projects we will want you to tackle at the outset:

• Craft and carry out a court-wide communication plan that reinforces the mission and vision of the court, disseminates timely, relevant information to employees, and fosters a sense of community within and among court units.
• Spearhead a cross-unit effort to update and harmonize policies related to leave, work schedules, training, performance, promotion, and other matters.
• Devise a new game plan for recruitment that harnesses current technologies and trends to attract a diverse and high-performing applicant pool.
• Consult with and advise executives and managers on organizational structure, performance management, process improvements, and instituting change.
• Assess and fulfill the training and development needs of current and future employees.
• Partner with the Director of Workplace Relations to cultivate a healthy work environment.
• Engage employees in a collective effort to infuse the court’s culture with joy and excitement.

Qualifications

Required
• Bachelor’s degree
• 8+ years of experience in human resources
• 3+ years of experience in a supervisory role
• Superior writing, speaking, listening, and presentation skills
• Advanced ability to think critically and strategically, and to develop and implement innovative programs and practices
• Demonstrated capacity to see the big picture and master the details, while deftly navigating between the two
• Exceptional emotional intelligence and track record of building strong relationships

Preferred
• Knowledge of federal employment law and policy
• Experience working in a legal setting
• Experience in coaching and conflict resolution
• Expertise in project management
• Familiarity with modern Human Resources technology solutions

Position Details

Location: Position is based in the architectural landmark courthouse at Mission and7th Street in San Francisco, where court staff is headquartered. Occasional travel to divisional offices in Pasadena, Seattle, and Portland may be required.
Reports to: Clerk of Court
Collaborates with: Court executives and managers
Supervises: Small team of human resources generalists and specialists
Serves: About 500 employees, including judges and chambers staff as well as professional and administrative staff in the Court of Appeals, Office of the Circuit Executive, and Circuit Library. As needed, advises other HR professionals in the Circuit.

Rewards & Perks

Salary: $86,106 to $165,384 (CL 29/30), depending on qualifications and experience. Potential for promotion.
Time off: 10 paid holidays, 13 vacation days, and 13 sick leave days per year. After three years, vacation days accrue at a higher rate.
