BestCare Treatment Services is proud to be one of the longest-term providers of alcohol & drug rehabilitation and mental health services in the Central Oregon region. We got our start in November of 1997, thanks to a partnership between Deschutes County, State of Oregon, St. Charles Medical Center and the Central Oregon District Hospital. From a modest, singular drug rehab center, we have grown to offering residential and outpatient services in four cities in addition to the only Spanish-speaking alcohol and drug rehab facility in the state. General Duties: The Director of Human Resource is responsible for the overall administration, coordination and evaluation of the human resources function. This position also provides leadership, management and vision necessary to ensure the company has the proper administrative procedures and people systems in place to effectively grow the organization. The position accomplishes this through a respectful, constructive and energetic style guided by the objectives of the company.

Job Relationships:

  • Reports to: CEO
  • Employees Supervised: Central office staff to include; FT & PT Human Resources Generalist, Billing Department Supervisor, Payroll Specialist, Office Manager/Financial Assistant, and assist the Finance Team when needed

Essential Functions:

  • Provides day-to-day leadership and management to ensure the functions of the central office’s operational infrastructure works towards the core values of the company
  • Maintains knowledge of industry trends and employment legislation and ensures organization’s compliance. Would require on-going education to stay up on the latest trends
  • Maintains responsibility for organization compliance with federal, state, and local legislation pertaining to all personnel matters
  • Effectively communicates changes in the organization’s personnel policies and procedures and ensures that proper compliance is followed
  • Annually reviews and makes recommendations to executive management for improvement of the organization’s policies and procedures on personnel matters. This includes involvement in the CARF processes
  • Assists the executive management in the annual review, preparation and administration of the organization’s wage and salary program
  • Consults with legal counsel as appropriate, or as directed by the CEO, on personnel matters
  • Work closely to assist legal counsel in preparing any defenses pertaining to personnel matters
  • Works directly with department directors to train and assist them in carrying out their responsibilities on personnel matters
  • Recommends, evaluates and participates in staff development for the organization
  • Advanced computer experience in word processing, spreadsheets, Internet, desktop publishing, and database management required
  • Strong organizational skills and the ability to prioritize and complete tasks required
  • Ability to remain calm while working under pressure in a busy environment
  • Demonstrate experience in verbal and written communication in a professional setting as well as demonstrate experience working with a diverse population of employees
  • Must work well with others and maintain an effective working relationships on all levels of employees
  • Ability to maintain absolute confidentiality in all aspects of personnel matters and in dealing with the CEO matters
  • Must be able to promote a positive influence within the company
  • Must be a team player, possessing outstanding interpersonal relationship building, and employee coaching skills
  • Must be able to work as part of the management team as a strategic partner
  • Ability to work within framework of standard policies and procedures
  • Able and willing to travel between job sites over three counties in personal vehicle required (reimbursement for mileage provided)
  • Ability to work independently with little supervision required
  • Assists program directors and human resources staff with annual performance review process
  • Review and update BCTS Employee Handbook when necessary based on changing federal, state and local laws and BCTS internal policy changes.  Work with legal counsel in this process
  • Coach Managers/Supervisors on disciplinary actions including completion of written warning and documentation
  • Foster a success-oriented, accountable environment within the company
  • Responsible for ensuring human resources staff maintain an accurate HRIS system with these employment actions in a timely manner
  • Answers questions from Managers/Supervisors and employees regarding pertinent information
  • Creates and provides ongoing Manager/Supervisor trainings as needed
  • Acts as an assistant to the CEO when directed
  • Will provide guidance to the CEO with sensitive personnel issues, and ensure the CEO is aware of all possible liability issues
  • Manages all aspects of the Board of Directors, including planning special board meetings, taking and maintaining accurate board minutes

Tools and Equipment Used:
Must have competency in using a computer for word-processing, data base and internet usage. Must be able to operate usual office equipment such as fax, telephone, and photocopy machine. Must have a current and valid driver’s license.

Travel is primarily local during the business day, although some out-or-area and overnight travel may be expected. This is a full time position. Days and hours of work are typically Monday through Friday. Hours of work will be adjusted as needed to perform the essential functions of the job.

The position requires the employee to dress in a professional manner that meets the standards for professional employees in Central Oregon.

Requirements

  • Bachelor’s degree in Human Resource Management or related field with a minimum of 6 years HR leadership experience required. This includes experience in the areas of employee relations, strategic planning, recruiting & hiring, on-boarding, payroll, and benefits administration
  • Required minimum of HRCI-PHR, HRCI- SPHR, SHRM-CP, or SHRM-SCP credentials or have ability to obtain certification within twelve months of hire
  • Maintain certification during employment
  • Knowledge and experience needed to assist TPA in administration of 403(b) retirement program
  • Experience in an HRIS system required; implementation experience preferred
