Paul Smith’s College is a small, private baccalaureate and associate degree granting institution located on a 170-acre campus adjacent to Lower St. Regis Lake in the 6 million acre Adirondack Park of northern New York State.We’re famous for our extraordinary location and our hands-on degree programs. We are a sustainable residential campus just a short drive from Lake Placid, home of the1980 Winter Olympics, and we are seeking a strong, innovative Director of Human Resources.



The Director of Human Resources is responsible for a wide range of human resource functions including but not limited to employee relations, benefits administration, compliance with all federal and state employment laws and regulatory agencies, and employment recruitment and onboarding. Areas of responsibility cover approximately 195 full- and part-time employees, 160 seasonal employees, and 400 student employees. The position reports to the Vice President for Finance and Administration, and supervises the Human Resources Generalist and Adirondack Watershed Institute (AWI) Human Resources Assistant.


Duties and Responsibilities:



  • Oversee the Human Resources Generalist who is responsible for Student Employment and Recruitment.
  • Oversee the AWI Human Resources Assistant who is responsible for the administration of AWI seasonal employees.
  • Collaborate with senior leadership to promote diversity in the workplace and through recruitment and hiring practices.   

Policies and Procedures

  • Draft, administer and communicate College-wide human resources policies, procedures, programs, and practices in accordance with stated institutional objectives, and federal and state legal requirements.
  • Maintain the Employee Handbook and Human Resources pages of the College’s web site.


  • Ensure that HR-related programs and benefits comply with federal and state laws.
  • Respond to audit requests (including 403(b), financial, A-133, insurance, Workers’ Compensation, and Disability premium audits) and complete regulatory reporting requirements.
  • Track Paid Family Leave employee eligibility.


  • Responsible for HR-related reporting to various internal and external parties.
  • Complete annual HR IPEDS report.
  • Complete annual OSHA report.
  • Complete equity and other salary surveys and benchmarking.
  • Provide health insurance data and other related mandated reporting.
  • Respond to internal and external requests for employment data.
  • Prepare and manage the Human Resources department budget.

Employee Relations and Investigations

  • Interpret policies for employees and counsel as needed.
  • Field employee complaints and suggest resources.
  • Conduct investigations into claims of harassment, policy violations, and Title IX claims relating to employees.
  • Identify potential employee relations issues and make recommendations to management.
  • Conduct employee exit interviews and communicate findings to management.
  • Develop and oversee employee recognition programs.
  • Coordinate the annual United Way campaign.

Appointments, Contracts, Compensation

  • Ensure that all appointment, contract, and compensation terms comply with employment and wage laws.
  • Responsible for issuing appointment letters and job offers, negotiating salary offers when needed.
  • Consult with managers regarding compensation and position structure to ensure compliance with all federal and state employment laws.
  • Collaborate and work effectively with internal and external parties including the Payroll office and the Controller.
  • Provide all necessary pay calculations to the Payroll office.
  • Partner with the Payroll Coordinator each pay period to ensure that all payroll data has been submitted – address Payroll Coordinator’s questions as needed.


  • Administer institutional compensation and benefit programs, as well as federal and state programs such as FMLA, Paid Family Leave and statutory Short-Term Disability.
  • Administer the College’s 403(b) retirement plan.
  • Coordinate administration of Workers’ Compensation and Unemployment claims.
  • Administer all leave programs including but not limited to FMLA and PFL.
  • Coordinate annual benefit renewal discussions and participate in decision-making regarding benefits offered.
  • Administer the Housing program for new employees.
  • Administer the College’s Tuition Remission and Credentialing programs.
  • Reconcile and process insurance benefit invoices.


  • Coordinate New-Employee Orientation training.
  • Develop and deliver Sexual Harassment training that meets the newly mandated requirements of New York State.
  • Conduct ongoing information and training sessions to develop employees and provide support and problem resolution.


  • Member of the Emergency Management Planning Group.
  • Advisor (ex officio member) to Staff Council.
  • Co-chair the Retirement Plan Oversight Committee.
  • Serve as the College’s Affirmative Action Officer.
  • Evaluate and implement new systems as needed to gain efficiency and capability.
  • Perform other duties and serve on other committees as assigned.




  • Bachelor's Degree or at least five years of related experience, or equivalent combination of education and experience.
  • Higher Education experience and HRCI and/or SHRM HR certification preferred.
  • Strong organizational and supervisory skills.
  • Demonstrated effectiveness in addressing challenging employee relations issues.
  • Ability to deal with sensitive situations in a discreet, compassionate, and professional manner.
  • Ability to treat office matters involving personnel and policy in the strictest confidence.
  • Ability to read, analyze and interpret financial reports, insurance and other contracts, and legal documents.
  • Ability to respond to inquiries or complaints from employees, auditors and regulatory agencies.
  • Ability to effectively present information to the Cabinet and members of the Paul Smith’s College community.
  • Strong computer software skills and familiarity with payroll and HR systems.
