Position Summary

The Director of Human Resources plans, directs and coordinates the human resources administrative functions of the health center, and ensures the health center’s policies and protocols comply with regulatory requirements.

Duties and Responsibilities

  • Provides senior management with human resources guidance and support and ensures health center compliance with applicable local, state, and federal employment-related laws and regulations, including Fair Labor Standards Act, Title VII of the Civil Rights Act, Affirmative Action Plans, Age Discrimination and Employment Act, Americans with Disabilities Act, unemployment and workers’ compensation regulations.
  • Assesses the health center’s existing human resource systems, personnel needs, and services and provide appropriate recommendations for improvements.
  • Builds Human Resources infrastructure, including staffing, consistent with organizational size, complexity, and HR needs.
  • Supervise HR support staff, as needed.
  • Coordinates human resource activities and initiatives throughout the health center, including recruitment and selection of new employees.
  • Identify current skill sets of Apicha CHC employees, and develops gap analysis of current skills against current and future skill needs. Creates a workforce development plan to address gaps and coordinates plan implementation.
  • In consultation with senior management team, develops a compensation plan, ensures recruitment and retention of qualified employees in a highly competitive marketplace, and internal equity.
  • Works with Chief Medical Officer to develop provider recruitment and retention strategy. This includes developing target compensation levels, and assisting in developing provider incentive compensation systems.
  • Supervises human resource staff identified in approved assessment recommendations.
  • Conducts annual employee satisfaction survey; assists senior management and middle management to develop responsive plans to address employee issues.
  • Reviews involuntary terminations with Compliance Officer, senior management or middle management prior to any action being taken.
  • Works with Chief Clinical Operations Officer, Chief Program Officer, and Chief Development Officer to evaluate the effectiveness of the health center’s middle management team. Research appropriate training resources available to improve management and supervisory skills.
  • In conjunction with Compliance Officer, conducts third party investigations, responses, audits, and hearings with EEOC, state agencies, Department of Labor, ICE and OSHA
  • Serves as Privacy Officer to receive complaints from staff. In conjunction with Compliance Officer, conducts investigation of complaints; reports to CEO, as appropriate, findings and recommendations to resolve the issue.
  • Identifies employee relations problems and makes recommendations for appropriate interventions in minimizing employment-related litigation issues.
  • Manages health center’s compensation claims management process.
  • Conducts initial and annual vetting of staff and Board members against government exclusion lists.
  • Other duties as required by CEO

Requirements

Qualifications

  • Must be mission driven
  • A minimum of 10 years professional experience across all HR disciplines, including employment, benefits, compensation, employee relations, training and development, workers compensation and conflict resolution
  • Master’s degree in business, human resources management or related field or equivalent combination of education and experience
  • Healthcare experience in human resources and employee relations preferred; experience with non-profit community health center a plus
  • A minimum of 5 years supervisory experience
  • Computer literacy in common office software; proficiency in HR information system
