JOB SUMMARY

Responsible for all personnel functions of the City including employment, regulatory compliance, policy enforcement, recruitment, classification, compensation, grievances, benefits, training and performance management; responsible for payroll deduction activities, benefit administration, civil service, and other duties as required; submits an annual budget and maintains Department accounts and reconciliations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job.

  • Establish uniform personnel policies consistent with the provisions of laws; conduct investigations and studies on all matters as they may relate to personnel practices and policies; make reports and recommendations to the Mayor and City Council concerning personnel policies to promote economy and efficiency; make personnel rules with the approval of the Mayor for the administration of the personnel program.

  • Counsel, work, and advise Department Heads and various staff and employees on personnel transactions and all aspects of the personnel program; mediate problems between employees, work to improve communication within and between the Departments; answer questions from Department Heads and supervisors concerning personnel policies and procedures.

  • Establish and maintain matters related to the establishment of a uniform classification and compensation program for municipal positions, recruitment, employee selection, hiring procedures, and retention; assist Mayor and CFO with the budget process concerning personnel.

  • Represents management at grievances, hearings, and investigations and participate with labor counsel in negotiations with duly certified bargaining agents and units of municipal employees.

  • Develop health, wellness, and safety program; oversee the administration of employee benefit programs and the monitoring of the payroll deductions for all benefits; make recommendations to Mayor on health, safety, and benefit programs to promote economy and efficiency; enforce rules applicable to benefit programs.

  • Supervise a staff of professional and clerical personnel engaged in performing onboarding, personnel and payroll deduction functions, computerization of employee records on personnel database, mandatory reporting, benefit administration, civil service, application intake, performance evaluations; direct staff engaged in providing information and respond to employee and public inquiries regarding benefits, pay, personnel rules and hiring.

  • Prepare and oversee the preparation of the personnel services of the annual budget including Departmental, Employee Consulting, Employee Recognition, Employee Assistance Program, Unemployment and Health insurance budgets.

  • Provide guidance to managers about interviewing, hiring, performance evaluations and other personnel matters; responsible for the creating, implementing, and maintenance of the employee evaluations for the Human Resources Department staff.

  • Perform related work as required and assigned.

  • The Director of Human Resources will perform the duties of Personnel Director.

Requirements

MINIMUM QUALIFICATIONS

Education and Experience

 

  • At least five years’ experience in personnel administration, human resources, or a related subject, including at least three years in an administrative or supervisory capacity.

  • Bachelor’s Degree in human resources, public administration, business management or a closely related field; Master’s degree or Professional Certification as a Human Resources professional (SPHR) preferred.

  • Any equivalent combination of education and experience.
