Director of Human Resources

The incumbent of this position, under the direction of the Vice President of Human Resources, is responsible for providing oversight to a team of employees providing HR Generalist support.  Duties include managing and enforcing HR related policies, procedures, programs and initiatives such as: recruitment, selection, hiring, onboarding, orientation, training, performance management, and employee engagement.

Essential Job Functions:  

  • Manages and enforces HR related policies, procedures, programs and initiatives for the organization, ensuring consistent practice and/or standardization throughout the organization.
  • Responsible for overseeing and ensuring successful execution of HR processes/procedures to include: recruitment, selection, hiring, onboarding, training, employee relations, performance management, employee engagement, talent management, etc.
  • Provides direction to HR Generalist team to provide day to day assistance to supervisors and employees regarding a variety of HR processes, including:  employee counseling and disciplinary issues, employee investigations, recruitment and hiring, training & development programs, employee engagement and retention initiatives, etc.
  • Serves as human resources expert; provides guidance to management on various aspects of employment law including: Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), Workers’ Compensation, Workplace Harassment, Disciplinary process/procedures, etc.
  • Adjudicates disciplinary cases equitably based on the severity of the infraction and review of similar cases by monitoring employee disciplinary actions to determine trends, controllable incidents and recommend measure to reduce unacceptable incident rates.
  • Oversees training and development resources; ensures the training needs of the agency are met (to include supervisory training, leadership training, etc.).
  • Maintains a climate which attracts, retains, and motivates a staff of top-quality people.
  • Ensures compliance with applicable regulatory standards, maintaining licensure, certification, and accreditation.
  • Ensures staff and departments’ operation adherence to PFH policies and procedures; provides suggestions for updated or revised policies and procedures.
  • Responds to strengths or weaknesses identified through self assessment and external mechanisms that impact the quality of the department’s performance and develop/monitor actions to strengthen quality of department.
  • Completes supervisee’s performance evaluations; provides training, instruction, and ensures continuing education goals are met for all direct reports.
  • Communicates the strategic direction of the organization and encourages participation by all employees.
  • Coordinates the workflow of department to ensure deadlines are adhered to.
  • Facilitates an atmosphere of open communication with the staff through regularly scheduled staff meetings and frequent interaction with key personnel, maintain open communication throughout the organization.
  • Ensures that Vice President of Human Resources is kept consistently informed of the department, its operations and all important factors affecting performance.
  • Assists Vice President of Human Resources in ensuring the department is in full compliance with governing bodies (ie DMH, DHSS, CARF, etc.) standards.
  • Demonstrates interest in long term and short term goals and objectives of the company.
  • Other duties as assigned by the Vice President of Human Resources and/or Executive Team members.

Supervisory Requirements:

  • Communicate the strategic direction of the organization and encourage participation by all employees.
  • Provide leadership and guidance to all aspects of Human Resources.
  • Take an active role in monitoring the identification, development, and execution of strategic objectives.
  • Involve, as appropriate, all employees in order to achieve goals.
  • Effectively communicate to employees any changes and news worthy events within the department or company to all employees to ensure practice.
  • Handle difficult personnel situations directly, using appropriate discretion and Human Resource advice to show respect for the individual
  • Champion change and effectively manage the implementation of new ideas.
  • Reinforce team approach throughout functions; support and solicit input from team members at all levels with the company.


Experience and Education Qualifications:

  • Graduate from an accredited college or university with a Master’s Degree in human resource management, communications, business, psychology or closely related field; OR
  • Graduate from an accredited college or university with a Bachelor’s Degree in human resource management, communications, business, psychology, or closely related field; AND
  • At least two (2) years experience in area of degree.
  • Professional HR Certification is preferred.
