Develops policy and directs and coordinates human resources activities, such as employment, compensation, employee relations, benefits, training, and employee services by performing the following duties:



  • Writes directives advising department managers of company policy regarding equal employment opportunities, compensation, and employee benefits.
  • Consults legal counsel to ensure that policies comply with federal and state law
  • Oversees the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the organization.
  • Extensive supervisory and employee counseling, the purpose of which is to ensure fair and consistent handling of HR-related issues.
  • Supervises employee orientations, employee assistance, recreational activities, and other employee-related programs.
  • Explains company and governmental rules, regulations and procedures, and need for compliance to all level of employees.

Employee Relations

  • Directs the investigation and resolution of employee grievances and coordinates responses to complaints.
  • Interviews employees, as necessary, to gather information on factors that affect worker morale, motivation and efficiency. Fosters an environment of support, respect and trust in which employees are able to achieve optimal performance.
  • Meets with management to discuss possible courses of action.
  • Recommends and initiates programs to increase employee morale, employee development and continuing education.


  • Confers with management and supervisors to identify personnel needs, job specifications, job duties, qualifications and skills. Requests of HR Administrator to place job advertising in various media. Coordinates internal job posting program.
  • Coordination and implementation of recruiting and talent assessments.
  • Coordinates job descriptions or reviews and edits job descriptions written by others.
  • Develops recruitment programs, budgets, and collateral to attract applicants and to fill specific job openings.
  • Develops and maintains network of contacts and sources to help identify qualified candidates. Works with external recruiters and employment agencies to identify and recruit candidates.
  • Screens and refers candidates for additional interviews with others in organization, with HR Administrator performs reference and background checks on applicants and coordinates communications with applicants.
  • Oversite of human resources system that meets information needs.
  • Conducts exit interviews.

Benefits Planning and Administration

  • Supervises and directs in concert with Benefits Manager implementation and administration of employee benefit programs such as health insurance, disability insurance, life insurance, workers’ compensation, employee assistance, retirement, and other plans. Presents and discusses with Senior Management costs associated with any benefit plans.
  • Supervises in concert with Benefits Manager to communicate information to employees and former employees about benefit programs, procedures, changes, and government-mandated disclosures.
  • Working with Benefits Manager in evaluating services, coverage, and options available through insurance and investment companies to determine programs best meeting needs of organization.   Benchmark our benefits with other companies and make recommendations on what we would and/or should offer regarding benefits.
  • Consults with managers and health care professionals to evaluate the need for, develop, and implement accommodations, return-to-work, and other responses for disabled employees.
  • Benchmark salary with regard to workload and staffing levels.


  • Coordinates mentor/trainee programs
  • Arranges for representation at and attends college job fairs and on-campus recruiting functions.
  • With Human Resources Administrator, maintains Education Plan


Human Resources

  • Oversite of files and maintenance of employment records for future references.
  • In concert with Benefits Manager, processes Retirement Plan enrollment forms, changes, and loan requests.

Supervisory Responsibilities

  • Directly supervises employees in Human Resources.

  • Bachelor’s degree from accredited college.
  • Minimum five years generalist Human Resources experience.
  • Previous management experience.
  • Knowledge of employment law.
  • Knowledge of benefits.
  • Ability to read, understand and analyze complex documents.
  • Excellent organization skills with ability to recognize and set priorities.
  • Grammatically proper speaking and writing skills to effectively communicate.
  • Ability to accurately perform mathematical calculations (addition, subtraction, multiplication, division, percentages, currency).
  • Knowledge and skills in effective use of various software products, primarily Window based programs, word processing, spreadsheets.



  • Knowledge and skills in effective use of office equipment, primarily computer, telephone, fax machine, copier, calculator.
