Tetra Tech is currently seeking Director of Human Resources for several of our operating units in Arlington, VA.

The Director of Human Resources (DHR) is primarily responsible for providing overall strategic human resource leadership to the assigned organizations. The DHR oversees the design, development, implementation, and management of human resources programs and services for our decentralized team including all US offices and international field offices. This position reports directly to the leadership of the Tetra Tech assigned units and works in close coordination with corporate Human Resources. 

Essential Duties & Responsibilities:

The DHR manages and oversees all employment functions and advises staff and management on legal compliance, personnel policy and procedures. The DHR is also responsible for developing and implementing recruitment, compensation, performance evaluation, benefits administration, employee relations and compliance programs. Responsibilities also include hiring and supervising other HR department staff, serving as the main point of contact in the organization for all HR guidance, and coordinating and consulting with the business group HR Director on compliance with Tetra Tech HR policies. The DHR serves as the lead FSO, Facilities Security Officer, providing guidance and oversight as needed. 


  • Leads the recruitment activities, developing and implementing recruitment activities and overseeing the Home Office Recruiters’ assignments, ensuring that all recruitment needs are met.
  • Develops employment agreements for domestic and international employees.
  • Develops and issues expatriate assignment agreements.
  • Development and implementation of orientation programs in support of project mobilization.
  • Ensures all employee and consultants are classified and engaged compliantly.
  • Recommends and maintains an organizational structure and staffing levels to accomplish company goals and objectives.
  • Ensures all Affirmative Action Plan objectives are completed.
  • Oversees benefit administration.
  • Coordinates with corporate headquarters on benefits administration.

Performance and Compensation

  • Oversees the design and development of compensation strategy and programs that ensure regulatory compliance and competitive salary levels.
  • Provides management coaching for managing performance issues.
  • Leads risk review with executive management and corporate HR for employment actions.
  • Ensures compliance with affirmative action, EEO regulations, and various federal contractor requirements.
  • Experience complying with Federal labor requirements, including Service Contract Act and Davis Bacon Act.
  • Develops and implements HR policies and procedures.
  • Ensures proper employment classification across the organization.
  • Provides oversight and guidance on all FSO related matters.
  • Ensures compliance in all areas.

Employee Relations

  • Counsels and advises staff members on human resources related matters.
  • Evaluates company culture and provides recommendations for changes to accomplish company goals and objectives.
  • Development, growth, and mentoring of staff, including high potential and key top performers. 
  • Implements corrective actions, including disciplinary actions, to improve or correct performance that is below expectations/standards.

Policies & Procedures

  • Works with the managers to ensure all sites and field office personnel comply with human resources policies, local employment contracts and employee relations.
  • Develops, maintains and updates personnel manual, standard operating procedures, HR aspects of emergency procedures and coordinates with corporate HR on policies and procedures.
  • Aligns policies, procedures and practices across all project offices and field sites.


  • Develops strategy and objectives for the HR department.
  • Represents operating units to corporate HR Council.
  • Serves as a member of the Executive Management Team.
  • May represent operating units to corporate Health & Safety Council. 


Requirements & Preferred Experience:

  • Bachelor’s degree in human resources, organizational development or a related field is required, advanced degree is preferred.
  • 8 years’ experience in human resource management required, including supervisory experience.
  • Experience working in an international organization; including expatriates and foreign nationals, demonstrating intercultural awareness.
  • FSO, Facility Security Officer experience preferred. 
  • Experience supporting an organization which serves federal government clients required.
  • Professional registration, i.e. SPHR/PHR; GPHR; SHRM-CP preferred.
  • Very strong organizational and problem-solving skills and high attention to detail.
  • Knowledge of Oracle, or other on-line HR management systems.
  • Strong interpersonal communication and customer service skills.
  • High level of reliability, follow-through, and sensitivity with confidential information.
