The Public Health Institute’s (PHI) USAID-funded Sustaining Technical and Analytic Resources (STAR) project is seeking a Director of Global Operations.

The Sustaining Technical and Analytical Resources (STAR) is a five-year cooperative agreement implemented and managed by PHI in partnership with John Hopkins University, the University of California San Francisco and the Consortium of Universities in Global Health. The STAR mission is to improve the effectiveness of global health programs worldwide by developing and strengthening the capacity of global health professionals. Leveraging the expertise, resources, and partnerships of academic institutions and the private sector, STAR will also contribute to building the capacity of institutions that provide technical leadership in developing countries and to improving systems that promote technical collaboration across the global health community.

STAR seeks to strengthen the technical and analytic professional cadre of human resources for global health through placing fellows and interns in external institutions as well as within USAID, primarily in partnerships with institutions of higher learning, development research organizations, and health professional associations.

The Director of Global Operations leads the USAID STAR project day-to-day logistical and operational support for global health participants and STAR program initiatives. The position serves as both contract/vendor management lead as well as coordinator of STAR staff, program partners, and USAID personnel to implement and support STAR and USAID’s program goals. This position will lead the development of Global Operations tools and policies to ensure a consistent functional capability to hire and support US Nationals (USN), Local Country Nationals (LCN) and Third Country Nationals (TCN).The Director of Global operations leads in the day-to-day management of operations by designing and implementing administrative systems to maximize efficiency in monitoring, grants and contracts work, communication between program support and PHI Central functions, and long-term organizational planning. In addition, the position will take a lead role in innovating systems, processes, and policies to ensure operational excellence in support of STAR’s mission, vision and values.

This position works closely across the STAR teams, PHI Central and with program donors. You will supervise the Global Operations Manager, and up to two field-based Regional Coordinators. The Global Operations Manager supervises the Global Operations Senior Specialist and Global Operations Specialist.

Responsibilities:

  • Lead and manage all operational functions of the STAR program required for engaging and supporting program fellows, including US Nationals (USN), Local Country Nationals (LCN) and Third Country Nationals (TCN).
  • Develop and/or revise, and implement human resource, program, and operations policies and processes to ensure an effective organizational structure in support of STAR and USAID’s program goals.
  • Oversee management of the STAR project’s relationship, systems, and transactions and troubleshoot performance with PHI’s Employer of Record/Professional Employer Organization (EOR/PEO).
  • Ensure close collaboration and partnership with the STAR project’s recruitment team on timelines, priorities, statuses, and transition of candidates from recruitment to GO.
  • Manage procurement and active execution of contracts with consultants and vendors; identify and track service levels/turnaround times for consistency and opportunities for streamlining implementation and operational procedures.
  • Work closely with STAR Program Director, STAR Deputy Program Director, other STAR Directors and PHI senior management team to ensure effective global operations systems.
  • Manage program relationship and communication with PHI/Central departments related to program operations ensuring that requests are resolved and communicated in a timely manner to internal and external parties.
  • Support development of IT platform, policies and tools for the team with the STAR Director of IT.
  • In coordination with the STAR Director of Finance and the STAR Director of IT, set standards for data quality and consistency for all program systems related to participant support (e.g. web space, shared documents and filing, internal database systems).
  • Manage contractual and international safety and security requirements and ensure insurance, risk monitoring, and compliance for international travel in coordination with PHI/Central’s Facility Security Officer (FSO) and Director of Operations.
  • Maintains knowledge of PHI, STAR, and USAID policies; provides expert guidance to Global Operations Team related to policy analyses, interpretation and guidance for issues related to program participants’ support; monitors and aligns participant support policies and procedures to ensure alignment with organizational and donor policies.
  • Provide guidance to Global Operations Manager and GO Team in troubleshooting day to day related processing of accounts receivable and payable, reconciling monthly activity, payments to consultants and vendors through PHI and PEO payroll, Peoplesoft ERP, and Concur travel and expense reimbursement.
  • Provide direct technical support to vendors and program staff so they can assist in expense reconciliation, monitoring, data entry, and budget management procedures

Requirements

Minimum Qualifications

  • Master’s degree in relevant field
  • At least 10 years of related experience in international development, global operations, project management, and donor funded, preferably USAID funded, project implementation
  • At least 5 years of experience working on international operations and local country national employment
  • Comprehensive understanding and experience working in global development program and operational functions both at headquarters and in-country
  • Understanding of local country national social funds systems, taxation, benefits programs, etc. and expatriate allowances and benefits packages
  • Experience demonstrating the ability to work independently and under pressure to manage multiple concurrent tasks and responsibilities with changing priorities
  • Proven experience in a supervisory or managerial capacity
  • Strong analytical skills including ability to identify critical issues, develop options and implement solutions
  • Experience demonstrating leadership, interpersonal and team-building skills along with creative problem solving and negotiation skills
  • Ability to use independent judgment, show initiative and interact effectively with the STAR team, PHI leadership, and project donors
  • Ability to build a productive team environment to meet organizational goals and objectives
  • Extensive knowledge of contract management procedures
  • High level of computer literacy, including advanced knowledge of Microsoft Office suite applications
