The Director of Employee Relations, who works under the supervision of the Assistant Superintendent for Human Resources, supports various program areas, which include; compensation, benefits, payroll, classification and policy development. Issues related to employer/employee communications; employee conduct matters and investigations; employment law; applicable state and federal laws; EEOC complaints; and grievances are pertinent responsibilities. The Director of Employee Relations recommends current policies and practices which are designed to enhance the services provided to Arlington Public Schools staff, applicants and constituents. This includes support in the development, implementation, and evaluation of School Board Policies and Policy Implementation Procedures related to human resource management. The Director of Employee Relations oversees employee relations, benefits and payroll.

This is a twelve-month position, Grade P-16, on the administrative and supervisory salary scale with a salary range of $96,814 to $145,817 (2017-2018 Salary Schedule – Salary will be revised to reflect the 2018-19 salary adjustment once it is finalized).

Requirements

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Experience working with staff from various cultural and linguistic backgrounds.
  • Knowledge of Federal and State requirements governing benefits.
  • Understanding of, and sensitivity to, the role of the EAP in the personnel program.
  • Experience in working with automated personnel/payroll systems.
  • Ability to develop recommendations on grievances and Statement of Position on discrimination complaints.
  • Comprehensive knowledge of employment law, applicable personnel related Virginia State and Federal legislation, and the regulations of the Virginia Department of Education.
  • Thorough knowledge of school personnel records management, reporting requirements, and the utilization of computer technology to prepare statistical data, reports and analysis.
  • Ability to communicate school system personnel policies and programs.
  • Ability to plan, organize, coordinate, and direct varied and extensive major personnel initiatives.
  • Ability to establish and maintain collaborative working relationships with school district administrative, professional, and staff employees, and employee organizations, and to meet with these individuals to stay abreast of events and issues, focusing on problem identification and resolution, information exchange, and joint cooperation.
  • Ability to communicate effectively, both orally and in writing, including preparing complex reports and making formal oral presentations.

PREFERRED QUALIFICATIONS

  • Possession of a master’s degree or its equivalent in human resources, personnel law or any equivalent combination of education and experiences that would provide the required knowledge, skills, and abilities to successfully perform the essential functions of the position.
  • Management experience in personnel administration, which includes the following functional areas; benefits administration, classification and compensation, labor relations, and personnel policy development.
