This position is responsible for facilitating functions within the human resource program area.  The incumbent is also responsible for supporting schools and central office staff through the provision of specialized human resource services.  This position will be responsible for the management and analysis of compensation data, overseeing activities, planning and reporting.  Incumbent receives administrative supervision.  The work requires the exercise of considerable initiative and judgment. Supervisor may provide instruction regarding changes in policies, procedures, or laws or in reference to unusual circumstances or problems.  Errors may result in non-compliance with laws and regulations and could lead to legal action against the District.

  • Oversee the District Compensation Program, including but not limited to maintaining all district salary schedules, pay documents and compensation tables.
  • Ensure compliance with FLSA and other Federal, State and Local laws, policies and guidelines as relates to employee compensation and job description. Interpret personnel laws, rules, and regulations for AISD personnel.
  • Lead, direct and evaluate the compensation and records team.
  • Approve salary placements for newly hired employees and employees who are promoted.
  • Direct the job evaluation/job classification process for classified, professional and administrative employees, along with establishing job classification for new positions.
  • Analyze data, prepare reports, and make recommendations to senior leadership using a variety of sources as necessary. Respond to requests for information via phone and in writing.
  • Assess department needs, design and lead strategic projects.
  • Manage complex salary and pay issues, including PPfT compensation matters.
  • Conduct phone surveys and other surveys as needed to collect information. Complete surveys as required.
  • Maintain personal professional development through such activities as classes, committees, conferences, seminars, workshops, and professional journals. Develop employees through identifying professional learning opportunities.
  • Provide support for standard software packages, and assistance to all Human Capital to solve software and hardware related problems.
  • Serve as key resource to compensation and records staff for questions related to pay within the human resource software (BOLT).
  • Coordinate end of year roll process and salary/stipend updates with Human Capital Systems Manager and assigned MIS team members.
  • Ability to apply knowledge of current education administration policies, theories, methodologies, techniques, and principles.
  • Ability to coordinate programs affecting a substantial number of employees.
  • Ability to manage complex information effectively through the use of automation techniques (computer records and databases). Ability to organize and maintain records.
  • Ability to work on very detailed tasks and projects for long periods while maintaining a high degree of accuracy.
  • Ensure high standards of customer service for immediate team and other staff members within the Human Capital Office.

Perform other related duties as assigned; however, all employees are expected to comply with lawful directives in rare situations driven by need where a team effort is required.
Services are generally provided in an office environment.  Some travel to schools or other district work sites will be necessary.  Must be able to sit for long periods of time, to type and operate a 10-key calculator, operate a computer keyboard and mouse, view computer printouts and visual displays.  Judgment is required to interpret broad and relatively complex Local, State, and Federal personnel laws, regulations, and policies.  This position may involve rare exposure to blood or body fluids.  Regular attendance is required for this position.   
This position reports directly to the Executive Director of Human Capital Systems, and directly supervises the Employee Records Supervisor, Employee Records Techs and Compensation Analyst. The incumbent will work closely with all members of the Office of Human Capital.  Incumbent will have contact with school employees including school administration.  Incumbent is responsible for supporting schools and central office staff through the provision of specialized human resource services. 


Position requires a Bachelor’s degree in Human Resource Management, Finance or a related business field with five or more years of experience in human resources. Experience in school district compensation practices is desirable. Master’s degree or CPA is preferred.
This position requires extensive knowledge of the principles, methods, techniques and practices of compensation administration for a large corporation or large school district. Incumbent must have advanced Microsoft Office skills, including PowerPoint and Excel. Incumbent must have the ability to organize, write and present clearly complex oral and written reports with appropriate recommendations. Employees in this position must be able to read, write, and speak/communicate in English in order to receive and to provide work-related information in a timely manner to other employees, supervisors, principals, school personnel, volunteers and where appropriate, visitors and students.  Incumbent must have experience in public speaking, particularly to large groups. Incumbent must have excellent analytical skills along with strong oral and written communication skills. Incumbent must have the ability to establish and maintain effective work relationships with department heads, school principals, and co-workers, as well as demonstrated ability to lead a team.
