The Director of Human Resources Programs is a newly established position at territorial headquarters in West Nyack, New York. This position will have the exciting opportunity to design, develop and implement comprehensive, best-in-class HR programs, policies and procedures that will be deployed across The Salvation Army - Eastern Territory which is comprised of more than 10,000 employees. The scope of the HR programs include, but not limited to, performance management, compensation, development, engagement and workforce planning.



  • Lead the development and implementation of various HR programs and solutions that will foster a culture of accountability and continuous improvement as well as drive operating consistency across the Commands.
  • Assess, design and implement a territory-wide performance management system to effectively measures employees' performance and fosters their growth and development. Implement strategies to ensure fair and consistent assessments are being deployed and on-going manager-employee conversations have occurred; define and track measurements to determine the program's effectiveness
  • Evaluate the organization's compensation program. Partner with the Commands to design and deploy an integrated compensation system which addresses salary planning, salary grades/bands, administration (i.e., merit, promotions, adjustments and internal equity reviews) and ensures competitive positioning. Rewrite job descriptions and obtain benchmark data to incorporate competitive pay practices. Build job structures which encourage greater cross-business, cross-territory employee mobility
  • Review and recommend changes to HR guidelines, policies and procedures that align with the organization's vision, values and priorities.
  • Improves organizational effectiveness through the development and deployment of human resources programs and solutions to help enhance leadership capabilities, improve employee productivity, and drive a performance culture.
  • Help foster employee engagement and empowerment; establish and lead engagement initiatives which include capturing feedback regularly, promoting open dialogue and action planning. Deploy solutions that improve HR programs and processes that encourage employees to continue to embrace and demonstrate the values of The Salvation Army
  • Develop communication and change management strategies. Effectively communicate the programs, policies and/or initiatives using various traditional and innovative approaches. Segment appropriate audiences and communication methods to deploy an effective communication strategy.
  • Ensure relevant training tools and resources are designed, deployed and readily available for deployment to managers and employees.
  • Maintain strong cross-functional relationships as it relates to program and project development and execution. Partner closely with HR Directors/Managers, functional specialists, and outside vendors to develop and implement effective territory-wide HR programs. Work in close collaboration with the HRIS Director and IT specialists to leverage the human resources information system (HRIS) and other technology platforms.
  • Establish and execute project deliverables and deadlines; ensure delivery of high quality programs and services within budget
  • Define and develop HR analytics, reporting tools, and dashboards to evaluate the effectiveness of HR programs and initiatives
  • Keep abreast of employee plans and programs developments, trends and issues. Evaluate programs and propose recommendations based on best practice research and feedback from internal stakeholders.
  • Continually review existing talent management programs to identify and implement enhancements and efficiencies to ensure program improvement.


  • Bachelor's degree required; Master's preferred
  • Certification in one of more of the following: CCP, SPHR, CCMP helpful
  • Demonstrated end-to-end experience in both the development and execution of organization-wide HR initiatives
  • Work experience in a large organization is required
  • 8 to 10 years of increased HR responsibilities including design and implementation of compensation, performance management and talent management programs
  • Demonstrated experience in both the development and execution of organization-wide initiatives
  • Strong analytical and critical thinking, sound judgment, customer service and project management skills
  • A desire to seek continuous improvement and best practices
