Summary/Objective
The Human Resource Director is directly responsible for the overall administration, coordination and evaluation of the human resource function. Demonstrates cultural competency and sensitivity to all service populations, employees and stakeholders.

Essential Functions

1. Annually reviews and makes recommendations to executive management for improvement of the organization's policies, procedures and practices on personnel matters.
2. Maintains knowledge of industry trends and employment legislation and ensures organization's compliance.
3. Maintains responsibility for organization compliance with federal, state and local legislation pertaining to all personnel matters.
4. Communicates changes in the organization's personnel policies and procedures and ensures that proper compliance and best practice is followed.
5. Assists executive management in the annual review, preparation and administration of the organization's wage and salary program.
6. Coordinates or conducts exit interviews to determine reasons behind separations.
7. Consults with legal counsel as appropriate, or as directed by the CEO, on personnel matters.
8. Works directly with department managers to assist them in carrying out their responsibilities on personnel matters.
9. Recommends, evaluates and participates in staff development for the organization.
10. Develops and maintains a human resource information system that meets the organization's personnel information needs:
Reviews Time sheets for accuracy as needed;
Personnel Action Forms - Check for propriety and approvals;
United Way payroll deductions;
Completes garnishments;
Maintains medical insurance and retirement information;
Maintains PTO report - work cooperatively with finance on employee tracking;
Maintains and updates employee handbook and H.R. Resource Guide and disseminates policy and page changes to all employees;
Insures all position offerings are appropriately and timely posted throughout the agency;
Maintains all application forms;
Conducts all activities necessary to process fingerprint background check clearances;
Insures provision and receipt of letter of hire;
Maintains employee contractual agreements;
Provides human resource department orientation session for all new employees;
Provides employee training on policies and procedures;
Maintains employee fringe benefits information and systems;
Processes employee grievance issues;
Manages employee driving record screenings;
Maintains personnel files;
Maintains, updates and revises employee job description listings;
Manages unemployment claims;
Manages workers compensation issues;
Manages COBRA issues;
Provides employment verifications;
Performs risk management function of ensuring all employees are employable under federal law and meet contractually mandated employment eligibility criteria;
Implements all phases of Drug-Free Workplace Program;
Maintains staff database - Disseminate anniversary date/birthday list monthly;
Employment information - Employee rosters;
Prepares employee ID cards - Take employee pictures;
Develops and conducts training sessions for agency employees;
11. Supervises staff of the human resource department.
12. Participates on committees and special projects and seeks additional responsibilities.

Requirements

Required Education and Experience
1. Bachelor's degree in Personnel Administration or related field and four to 10 years' related experience or training in non-profit agency human resources management, or equivalent combination of education and experience.

Preferred Education and Experience
1. Master's degree.
2. SHRM Certified Professional (SHRM-CP) or HRCI (PHR)
