DESCRIPTION

Manages and supervises the day to day operations and the strategic initiatives of the Medical Center's Human Resources Department, (HR). Provides supervision, support and guidance to HR Staff, Department Managers. Works closely with Administration keeping informed of appropriate sensitive confidential information. Involved with employee grievances, and disciplinary issues. Keeps the hospital compliant with The Joint Commission HR Standards and manages the intent of the Elements of Performance. Facilitates the development of strategies which align human capital with the facilities short and long-term objectives. Ensures achievement of strategies/objectives by providing HR leadership that delivers innovative, value-added counsel and services that facilitate the attraction, retention, and development of employees.

 

Must have hospital Human Resource experience with hospital employees' union.


JOB DUTIES

  • Accountable for the delivery of human resources services for 250 bed hospital, responsible for administration of all Human Resources policies, benefit and compensation programs, employee relations services, regulatory requirements and internal employment function. Manages site HR budget.

  • Negotiates and administers all applicable Collective Bargaining Agreements; resolves labor disputes, implements strategies, and builds effective labor-management relations, represents hospital at arbitration hearings. Responsible for public entity HR union regulations.

  • Serves as member of the Site leadership team, understands site operational requirements, and serves as consultant to management on HR strategies to be used in achieving annual business objectives. Participates in the daily management of the assigned site(s), supports line management initiatives, implements site restructuring, and consolidations.

  • Interprets and implements Human Resources policies for the site(s) serviced. Plans and delivers training opportunities for managers and employees on HR policy changes.

  • Responsible for JCAHO compliance to Human Resources standards at assigned site(s). Serves as key member of compliance team.

  • Manages and serves as team leader to the site human resources staff. Develops skills and competencies, motivates, sets goals, and measures team performance against hospital Standards. Takes personal responsibility for achievement of customer service excellence.

  • Represents hospital in regulatory inquiries, legal actions, and investigations, works to limit organization's exposure and liability.

  • Able to write and draft policy and procedures for the HR Department.

  • Good writing and speaking skills.

EDUCATION:

 

A Bachelor’s Degree or equivalent combination of related work experience and education from an accredited college or university. Master’s Degree preferred.

 

  • Certification preferred - PHR, SHRM-CP, SHRM-SCP

  • Possess a minimum of 7-10 years of experience in a human resource management experience and a minimum of 5-7 years of experience as head of human resources for a hospital system.

KNOWLEDGE REQUIREMENTS:

  • Must have hospital human resources experience with  working in hospital employees' union, public entity experience with unions a plus. Advanced knowledge of principles and procedures for personnel assessment, recruitment and hiring, orientation and training, benefits administration, and performance improvement. Knowledge of human resource laws and regulations.

  • Advanced knowledge of business and management principles involved in strategic planning, operations management, leadership, and people management. Advanced knowledge of MS Word, Excel, and PowerPoint.

  • Experience in Union environment preferred, knowledge of public entity HR management a plus.

  • Must have knowledge of federal and state legal and regulatory requirements related to Human Resource functions, to include Title VII, DFEH regulations, ERISA, NLRA, and Title 22
  • Must have knowledge of and a demonstrated ability in financial management and reporting, quality improvement processes, and human resource management
  • Must have the ability to communicate effectively in writing and verbally
  • Must have the ability to motivate, delegate, analyze information and problem solve
  • Electronic version of HR management tools, ie; Lawson, etc.

 

OTHER REQUIREMENTS

 

  • Proven experience leading large teams with a strong focus on operational excellence.

  • Demonstrated excellence in customer relations and building strong and influential relationships at all levels within an organization; problem solving and proactive service orientation.

  • Excellent analytical skills and the ability to package information in clear, concise executive level ready format.

  • Strong written, verbal communication and presentation skills.

  • Responsible for resource allocation, including budget and personnel.

  • Ability to communicate effectively with diverse groups and to deliver high quality written and verbal presentations
