Reporting to the Associate Vice President for Human Resources, the Director, Employee Benefits is responsible for the overall implementation, administration and communication of the College’s retirement, health and welfare benefit programs. The Director will develop and administer all College employee benefit programs in accordance with pertinent laws, regulations and union contracts. The Director will also recommend new strategies or modifications to benefit plan policies and procedures. This position develops cost control procedures to assure maximum coverage at the least possible cost to the College and employees.

• Oversee the administration of all College benefits for full-time and part-time faculty, staff and retirees; including self-insured medical and prescription drug coverage, dental insurance, retirement plan, life insurance, short term and long term disability, leave programs, flexible spending accounts, wellness programs, employee assistance program, tuition remission, FMLACOBRA, Retiree Drug Subsidy, retiree medical benefits, worker’s compensation and other programs.

• Evaluate and recommend new or modified benefit plan policies and procedures, communicate information to faculty and staff, and update Benefit Manual documentation.

• Provide leadership, direction and guidance to direct reports.

• Serve as primary contact with benefit vendors, consultants, insurance carriers, and third party administrators.

• Ensure compliance with federal, state and local laws and regulations in the administration of benefit plans.

• Monitor College compliance with HIPAA regulations; ensure effective and accurate communications of benefit programs to College employees.

• Develop and implement a comprehensive wellness program to support the mental and physical health of College employees.

• Respond to employee and retiree inquiries, concerns and problems; meet with employees and College administrators to resolve benefit-related problems.

• Act as liaison with various insurance or other benefit agencies to resolve employee problems, concerns or claims issues.

• Coordinate benefit review sessions with new employees, current employees, retirees and terminating faculty and staff.

• Manage benefit-related content the HR department’s webpages, and prepare various forms of communications regarding benefit programs, processes and procedures.

• Manage the billing, audit and reports for the benefits area; prepare weekly, monthly, quarterly and annual reports for audits, mailings, and benefits administration.

• Provide regular assessment reports, statistics, data analysis and recommendations on benefit participation and expenses.

• Review carrier billing statements and payments; conduct audits on all benefit plans.

• Resolve administrative problems with carriers; meet with vendors, evaluate programs, make recommendations, and implement any changes.

• Manage annual open enrollment for medical, prescription drug, dental and flexible spending programs.

• Conducts employee information presentations and monthly new hire enrollment sessions.

• Produce annual Total Compensation statements.

• Oversees payment of Federation monthly and third party bills; COBRA, retiree and unpaid leave benefit checks.

• Serve as resource on benefits issues during contract negotiations.

• Provide quality control on outsourced insurance bill payments.

• Maintain collaborative partnerships with brokers/consultants, health insurance, retirement, life insurance, LTD and worker’s compensation carriers to ensure.

• Deliver quality customer service to both internal and external constituents in a professional, helpful and courteous manner.

• Other duties as assigned.


Requirements

MINIMUM QUALIFICATIONS:

• Bachelor’s degree required. Any and all degree(s) must be from a regionally accredited institution of higher learning.

• Six (6) years experience in employee benefits administration required.

• Supervisory experience required.

• Demonstrated knowledge of local, state, and federal laws and regulations as they pertain to the duties and responsibilities of the position required.

• Excellent verbal and written communication skills required.

• Ability to multi-task and establish priorities in a rapidly changing environment required.

• Excellent organizational skills required; accuracy and attention to detail required.

• Ability to demonstrate initiative, responsibility and flexibility required.

• Ability to use working knowledge of working environment to meet established goals and objectives required.

• Proficiency in MS Office including MS Word and Excel required.

• Ability to maintain sensitivity, understanding and respect for a diverse academic environment, inclusive of students, faculty, and staff of varying social, economic, cultural, ideological and ethnic backgrounds required.

PREFERRED QUALIFICATIONS:

• Higher education experience preferred.

• Supervisory experience in a higher education, unionized environment preferred.

• Proficiency in enterprise wide systems such as Banner preferred.
