Plan, organize and manage the day-to-day operations of the recruitment function, classification and compensation, benefits and human resource information systems. Serve as the employment manager for the City; administer comprehensive recruitment, outreach, testing and selection processes to attract a qualified and diverse applicant pool; develop, schedule, organize, direct, evaluate and monitor the City's recruitment programs including civil service. Supervise assigned staff; assist the Director in personnel policy development, analytics, and budget planning, development and implementation. 

Requirements

Experience:

Five (5) years of increasingly responsible human resource management experience including recruitment and selection, benefits administration, policy development, budget preparation, training, performance management and employee relations, including at least four years of which were in a supervisory or management capacity. Experience in a multi-union, public sector environment is highly desirable.

 

Education:

Equivalent to a Bachelor's Degree in with major course work in human resources, public administration, or a closely related field.

 

Required Licenses and/or Certificates:

Human Resources certification (e.g. IPMA-CP, IPMA-SCP, SHRM-CP, SHRM-SCP, PHR, SPHR, CBP, CEBS or NPELRA CLRP) is desirable
