This position is located at MCCS Iwakuni, Japan which is located about one hour south of Hiroshima, Japan.  Candidates selected for this position will serve as the Deputy Director of Human Resources for MCCS.  This position includes a World-Wide hiring package that consists of Living Quarters Allowance (LQA), Post Allowance, and Relocation expenses.  The LQA and Post Allowance amounts fluctuate monthly, thus, the amounts posted above are estimates in accordance with the rates posted on the Department of State website.  Relocation allowances are also included with this position in accordance with the Joint Travel regulations.  **Only U.S. Citizens qualify for a World Wide Hire package (Relocation, Living Quarters Allowance, and Post Allowance).**

$53,805 - $64,569 ANNUALLY

EST. HOUSING ALLOWANCE (LQA): $30,200         

EST. POST ALLOWANCE: $6,250

Incumbent reports directly to the Chief of NAF Human Resources (CNHR) and serves as Deputy Director, Human Resources (HR) for a medium-sized installation.  The incumbent supports the full range of major human resources functional areas to include: recruitment and placement, position classification, employee/labor relations, benefits, compensation and employee development. 

Develops, coordinates, and issues approved requirements, procedures, plans and policies for Marine Corps Community Services (MCCS) Iwakuni wide implementation. Applies business process principles and techniques as a full business partner to reengineer and improve HR processes.  Provides advisory services concerning interpretation of policies, rules, regulations, procedures and practices.  Leads management in employing change management, process concepts and techniques such as strategic planning and workforce development.  Serves as subject matter expert on all areas of Human Resources, resolves difficult and unusual problems, and provides technical advice to HR Specialists within the installation.  Assist with resolving problems of employee relations and morale.  Serves as an advisor to HR staff and program managers.  Develops appropriate interventions for management on significant HR issues and concerns.  Interprets complex legislative, regulatory, and policy guidance to prepare recommendations to leadership.   

Plans, directs, coordinates, and reviews work of subordinates, making assignments while considering time limits, priorities, and capabilities of employees. Exercises the full range of human resource management responsibilities to include assigning and reviewing work product; approving or disapproving leave; assists the Director in establishing performance standards and evaluating performance; taking and initiating disciplinary actions; counseling employees; taking and recommending changes in organizational assignments; determining resources; and establishing work priorities.  Reviews available and/or proposed training courses, determines applicability to employee needs and the work situation, and arranges for training if appropriate. Incumbent oversees the day-to-day operational requirements of the Employee Development section.  Ensures the development and implementation of learning strategies that prioritize organizational resources toward the professional development of the workforce and establishes educational activities that are necessary to meet the mission, vision, culture, values, and strategic priorities of MCCS Iwakuni.  Oversees the maintenance, update and manipulation of training data within established record keeping systems, and produces weekly, monthly and yearly statistical reports, which reflect the effectiveness of training programs assigned.  Plans, organizes and manages internal resources to ensure the maximum productivity of assigned staff, the efficiency and effectiveness of workflow, and the ability to meet mission objectives. 

Maintains current knowledge of public and private sector personnel practices and procedures, to ensure that best industry practices are incorporated into Marine Corps personnel policy.  Provides written and oral guidance, advice and assistance implementation of personnel policies/ procedures.  Develops training and briefing materials for managers and HR specialists.  Evaluates overall performance of employees.  Provides advice, counsel, and instruction to accomplish the assigned functions.  Interviews candidates for vacant positions, recommends selections, promotions, or reassignments.  Provides recognition to deserving employees.  Assures that subordinates job descriptions are current and accurate. 

Leads by example with an emphasis on courtesy.  Takes action to solve problems quickly.  Alerts the HR Director or proper point of contact for help when escalated problems arise.  Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program.  Conducts safety meetings at least quarterly.  Ensures safety training is provided to employees.  Ensures minimal loss of duty by complying with “Return To Work” program initiatives, and following up on employee well being.

Represents the Director, Human Resources.


Requirements

1.   Bachelor's degree in Business or a Human Resource related field AND a minimum of 4 years managerial experience planning, organizing, and directing

Human Resources operations; OR an equivalent combination of education and experience.

2.   Must be highly skilled in curriculum development for business-level applications, adult-based learning situations and professional development.

3.   Professional certification in Human Resources is highly desired (i.e., PHR, SPHR, etc.).

4.   Must be highly skilled in both written and oral communications, with an ability to convey policies and/or procedures in a professional manner to all levels of

the work force.  

5.   Demonstrated leadership and conflict resolution skills.

6.   Strong project management skills and the ability to manage multiple tasks in a fast-paced, suspense-driven work environment.

7.   Proven experience in developing and coaching a highly diverse team of HR professionals.

8.   Strong business acumen and an analytical mindset, with a demonstrated history of creating partnerships with operational constituents.
