Operating within a civil service system, the leadership of the Human Resources Team is critical in attracting, retaining and developing our active workforce of over 4,500 employees. The Team shares the City's commitment to process improvement and providing high quality, cost effective service to  our community.  

The Human Resources Team of 67 employees is responsible for employee recruiting and talent  management, classification and compensation, labor negotiations, employee records, insurance benefits, medical leave management, training and development The department is expected to serve the needs of the Executive Leadership Team while remaining true to the Civil Service system. The department provides the entire organization ready advice and counsel on all aspects of human resources and is expected to serve as a proactive business partner through sound business practice and leadership.

General Description

Assists the Director in planning, organizing, and coordinating all programs, functions and activities of the Human Resources Department to fulfill staffing, training, classification, compensation, labor relations and civil service requirements of the City. 

Assists the Director by providing leadership on an organization-wide and community basis to ensure that public services are provided in alignment with the City's strategic objectives. 

This includes evaluating personnel and program performance, preparing and administering the Department budget.

Essential Functions

Performs the following using broad discretionary judgment:   

Assists the director in planning, implementing, directing and managing of all functions and resources of the department to achieve the strategic objectives of the department and the City in an efficient and effective manner.  

Acts in the director's absence by attending meetings, making decisions, and providing department leadership.  

Assists the director with implementing the department vision and assists in leading the department for maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating and resolving grievances and other human resources actions.  

Develops and administers the department budget with staff assistance.  

Implements and evaluates staff department policies, projects and programs.  

Analyzes organization and community needs, analyzes trends, reviews statistics and opportunities and communicates information to the director.  

Develops strategic partnerships and contacts with community representatives, external agencies, and other organizations to develop a sense of relevant issues facing our community and to respond as a representative of the City.  

Champions the values of the organization through example and accountabilities.  

Ensures that department operations conform with local, state and federal governmental regulations, and other applicable rules and requirements.  

Facilitates solutions to complex problems facing the department.  

Maintains professional knowledge through such means as attending seminars, reviewing professional publications and participating in professional organizations.  

Interprets policies and provides advice and assistance to departments, employees, and Human Resources Department staff in regard to employment law, civil service rules, human resources policies and procedural implementation.  

Assists with daily operations of the three Human Resources Divisions: Operations, Shared Services, or Pension and Benefits. 

Coordinates the employee grievance process and assists in the resolution of equal employment opportunity complaints.  

Provides staff assistance to the City Manager, the Mayor and Council, and the Civil Service Commission; assists in the preparation of agenda materials for Civil Service Commission information and action.  

Assists in the development of policies and procedures, and reviews and recommends revisions and amendments to Civil Service Rules and Regulations, policies, and Tucson Code, pertaining to Human Resources functions.


Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 7 years experience in human resources management. At least 5 of the required 7 years in a supervisory capacity in a related functional area.

"Supervisory" is defined as having supervised at least one (1) full-time FTE.

Equivalency will not be allowed for this recruitment. Education and experience is required.

Preferred Qualifications

Highly Desirable Candidates will possess:

  • Progressively responsible experience in the administration of self-insured health benefits and self-insured workers compensation benefits
  • Professional certification (IPMA-CP,SHRM-CP) and master's degree in related field
  • Progressively responsible experience in the Human Resources management in the public sector and in a Civil Service Environment
  • A Thought Leader with proven work toward positive and impactful organization culture change
  • Experience in an HR Strategic role for the organization
  • A collaborative problem solver with and exceptional customer orientation

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions.

The most qualified applicants will then be invited to participate in a Presentation and Oral Board Interview(s):   

  • Presentation and Oral Board Interview(s): The week of January 14th, 2019 

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 100% will be based off of Presentation and Oral Board Interview(s)  

This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months. The top candidates will be invited to participate in a hiring interview as well as meet and greet with Human Resources staff the same week of  January 14th, 2019.

Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List.  If you qualify for preference points as outlined in the Employment Profile, you must bring the documentation as part of the Oral Board interviews or email it to Emely.Aguino@tucsonaz.gov by the date of your oral board interview.
