The D&I/EEO Oversight Specialist assumes a D&I specialist role governing Reserve Bank Diversity and EEO policies, practices, and programs and through Board oversight of those programs. Ensures EEO programs are compliant with non-discrimination laws and regulations, Bank EEO policy and requirements specified in the Federal Reserve Administrative Manual (FRAM) regarding EEO. Makes recommendations regarding D&I and EEO programs, strategies, initiatives and works with Bank staff in developing best practices. Ensures that the Reserve Bank(s) OMWI reports are in compliance with Dodd-Frank Financial Reform Legislation; Section 342 requirements. Participate with the Program Director of ODI in the examinations of Bank EEO and D&I programs through on-site visits

Requirements

A Bachelor’s Degree or equivalent combination of training and experience plus 5 years of HR, EEO and/or D&I experience is required.  Requires a broad working knowledge of all areas of HR and D&I normally acquired through at least two years of HR generalist experience. Requires excellent analytical ability, strong interpersonal, oral, and written communications skills.  Must be able to work under tight timetables and deadlines and deal effectively with numerous project assignments, changing priorities, and a variety of Board and FR Bank staff including Executive and very senior level staff.  In-depth knowledge of EEO statutes, including the Civil Rights Act of 1964 (Title VII), Civil Rights Act of 1991, Sections 501 and 504 of the Rehabilitation Act of 1973, the Age Discrimination in Employment Act (ADEA), the Equal Pay Act; and Executive Order 11246; EEO-1 reporting requirements.  Knowledge and demonstrated experience of Census Workforce availability data, applicant tracking software and analysis of same, and OFCCP guidelines that govern private sector EEO data collection and record keeping.  Knowledge and demonstrated experience of Microsoft Suite software products.  Experience in EXCEL.
