Summary

This position is located in the Department of Homeland Security, Office of the Chief Human Capital Officer, Washington, District of Columbia. This position, Cyber Talent Acquisition Program Manager, is to lead and execute the development, design, planning, and implementation of a full life-cycle strategic talent acquisition program for the DHS Cyber Talent Management System (CTMS).

Responsibilities

  • Developing and implementing a new DHS Cyber Talent Acquisition Program and Strategic Sourcing Plan.
  • Leveraging cutting-edge HR technology, digital tools and other social media platforms to market job opportunities, build brand recognition and attract top talent across proficiency levels (entry level through executive).
  • Developing and managing candidate engagement and recruitment progress using an Applicant Tracking System (ATS) such as Taleo, SalesForce, iCIMS, or Workday.
  • Analyzing metrics and market trends to make data driven recommendations to enhance recruitment strategies and achieve hiring objectives.
  • Implementing innovative, modern-day talent sourcing techniques.
  • Collaborating with key stakeholders to identify and anticipate talent needs to meet mission objectives.
  • Building relationships with prospective candidates and managing communications through the full recruitment process.
  • Attending job fairs and hiring events.
  • Screening candidates and conducting preliminary qualifications assessments and recommendations.
  • Preparing and negotiating job offers and compensation packages for approval.
  • Developing policies and procedures in the areas of cybersecurity sourcing and recruitment.

 

Requirements

Applicant must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 or GS-14 level in the Federal service that included:

  • Leading a recruiting team and serving as the technical expert in the development and implementation of an Agency and/or mid- to large scale organizational talent acquisition program and strategic plan (preferable for cybersecurity) using multi, modern sourcing techniques including the use of HR technology, digital tools and other social media platforms to build talent pools;
  • Conducting Boolean searches to find active and passive candidates;
  • Using an applicant tracking system (ATS) (e.g., Taleo, SalesForce, iCIMS, or Workday) to conduct targeted searches and manage the candidate engagement lifecycle;
  • Negotiating job offers and compensation packages with prospective candidates;
  • Analyzing metrics and market trends to make data driven recommendations to hiring managers that enhance recruitment strategies to achieve hiring objectives, to include increasing diversity, reaching veterans, and reducing time to hire;
  • Developing and implementing talent acquisition program policy and procedures while ensuring compliance with applicable rules and requirements.
