Collaborating with a Consultant and staff from throughout the organization, the position is located mid-County and will report to the Deputy County Executive. You may be the "right fit" to join the Classification and Compensation subject expert team if you have strong communications skills, experience with broad banding evaluation programs, conducting and analyzing job audits, creating statistical reports and providing recommendations based on compensation data.

PREFERENCES: Experience using Broad Banding or Point Factor Position Evaluation systems; advanced Excel skills to provide analytical support and data analysis on classification and compensation projects, ability to communicate effectively with all level of management and provide excellent customer service, and the ability to multi-task in fast pace environment with frequently shifting  priorities.

ENTRY SALARY: $62,029.50 - $83,674.50

Classification & Compensation Division Tasks:
Recommends amending classification plan, and allocates or classifies positions to implement results of general audits, new and changed structures, functions and technologies affecting occupational relationships within and between organizations through County government in collaboration with interested department directors, management and budget analysis and others as necessary;
Determines suitable approach and schedules job studies and analyzes positions with questionnaires, group or individual interviews, on-site observations and other techniques;
Writes and revises class specifications;
Evaluates classifications by applying established quantitative methods to recommend pay grades when investigating and presenting findings on actions, appeals and inquiries about position classifications at all levels;
Identifies labor markets, surveys participants, compensation issues and benchmark classifications;
Reviews survey responses, breaks down and summarizes data, calculates and compares statistics, prepares reports and charts results and recommends salary and benefits plan adjustments to maintain established competitive compensation strategies;
Establishes contacts and liaises with human resource professionals in other jurisdictions to maintain an ongoing exchange of human resources management information;
Responds to surveys of labor market competitors and third parties by matching County classifications to benchmarks provided and furnishing  requested details of salary and employee benefit, programs, etc., and requests for policies related to employment practices;  

HR Department KSA's: Thorough knowledge of principles and practices of Human Resource Management; thorough knowledge of governmental organization and administration; thorough knowledge of statistical methods; thorough knowledge of computers and related software packages; general knowledge of principles and practices of public administration; thorough knowledge of accepted methods and practices of position classification and evaluation; thorough knowledge of retirement benefit programs and the Virginia Retirement System; thorough knowledge of CDL testing requirements; thorough knowledge of practices of recruitment and selection; thorough knowledge of practices to adequately implement and manage the County's Employee Leave Program;  thorough knowledge of Human Resources Information Systems, employee portals and internet websites; thorough knowledge of Federal, State and County laws, policies and procedures as they relate to functional area; general knowledge of adult learning theory; general knowledge of employee relations, testing and selection, training and applied research; ability to conduct detailed analytical evaluations and studies and to prepare related reports and recommendations; ability to confidentially counsel individual employees regarding personnel polices and programs; ability to interpret and recommend changes to personnel policies; ability to work as a team member; ability to edit and proofread; ability to effectively serve and contribute to Countywide cross agency teams and work groups; ability to facilitate meetings and discussions; ability to present training programs; ability to use automated systems, databases and related software; ability to communicate effectively both orally and in writing; ability to establish and maintain effective working relationships with subordinates, leadership in own and other departments, County officials, key personnel in other jurisdictions, contractors, and elected officials.




Any combination of education and experience equivalent to a Bachelor's Degree with major course work in Human Resource Management, Business or Public Administration, or related field, and 2-3 years professional experience as a Human Resource Management Generalist in a large organization; and 1-2 years professional experience in Classification and Compensation.
