Basic Function

To ensure compliance with Federal Civil Rights requirements of agencies receiving pass through Federal funds through Metro, including but not limited to formula funds, earmarks, Job Access & Reverse Commute (JARC), and New Freedom.

Example Of Duties

  • Conducts training and outreach on Federal Civil Rights requirements to local governments and social service agencies or private firms that are considering or applying for, or are receiving Federal government funds through Metro
  • Ensures that all successful applicants for Federal funds complete necessary Civil Rights certifications
  • Ensures that all municipalities, agencies, or firms receiving Federal money have in place all necessary Civil Rights requirements including, but not limited to a notice to beneficiaries, a proper complaint process, a Language
  • Assistance Plan (LAP) based on a Four Factor Analysis, and Americans with Disabilities Act (ADA) requirements
  • Conducts site visits to municipalities, social service agencies and private firms (sub-recipients) to monitor and verify compliance with Metro and Federal Civil Rights policies, procedures, regulations or laws
  • Reviews Civil Rights complaints received by sub-recipients to ensure the complaints are fully resolved and compliant with Federal requirements
  • Prepares responses to Federal Civil Rights audits, evaluations, and inspections, of sub-recipients to ensure that reports are submitted in a timely manner
  • Prepares studies and reports to evaluate and monitor compliance with Civil Rights statutes and regulations including but not limited to Title VI, Title VII, Limited English Proficiency, Environmental Justice, and the ADA by sub-recipients
  • Supports senior staff with liaison to government entities and other organizations concerning overall compliance of Federal Civil Rights rules and regulations
  • Prepares responses, both internally and externally, to Civil Rights inquiries and concerns from Federal agencies regarding sub-recipients
  • Develops positive relationships with Civil Rights advocates and related associations
  • Researches "best practices" of other public, private, and not-for-profit transportation agencies and organizations for Civil Rights issues
  • Tracks critical legal issues encompassing Civil Rights of sub recipients
  • Coordinates with Metro’s business units in monitoring and reviewing updates to Metro publications such as but not limited to, Call for Proposals, for compliance with Civil Rights Act of 1964, Environmental Justice, Limited English Proficiency, and ADA
  • Analyzes, interprets and keeps abreast of applicable Federal regulations on Civil Rights; communicates changes to all sub-recipients
  • Oversees consultants as required
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Preferred Qualifications

  • Recent experience (within the past 4 years) collecting and analyzing employment data to evaluate trends and provide recommendations to achieve Affirmative Action goals
  • Experience consulting with and guiding hiring officials to meet Affirmative Action goals

Requirements For Employment

  • Bachelor's degree - Business Administration, Public Administration, Sociology, or other related field
  • 3 years' experience performing professional work in Civil Rights compliance or other related program
