PRINCIPAL ACCOUNTABILITIES:

  • Executive Management Team member identified as NJ TRANSIT’s Equal Employment Opportunity (EEO) Officer 
  • Direct reporting line also to President/CEO
  • Responsible for the development and implementation of corporate-wide strategies to ensure organizational observance, compliance, accountability and inclusion of all applicable civil rights laws, regulations, policies and procedures related to EEO, Title VII and Affirmative Action (AA).
  • Acts as NJ TRANSIT’s EEO/AA Officer to federal, state and local regulatory agencies, and serves as NJ TRANSIT’s representative and spokesperson for civil rights and AA related issues with national committees, trade associations, community-based organizations, federal and state agencies, and other business and professional organizations.
  • Ensures that AA goals and objectives are integrated into NJ TRANSIT’s mission, vision and goals, and that NJ TRANSIT considers AA and diversity in every department’s strategic action plan, policy, procedure and practice. Monitors and measures progress toward achieving desired results.
  • Collaborates with Human Resources to ensure outreach occurs to diverse recruiting resources and to develop diverse candidate slates for underutilized job groups and categories.  Identifies, monitors, and addresses issues in hiring and employment practices for women and minorities.  Concurs on all offers to new hires and internal promotions.
  • Ensures compliance with all state and federal laws, regulations, current case law, etc. in the course of civil rights, EEO and AA-related litigation. Oversees the direction of the investigation of EEO complaints received from external agencies, and coordinates with DAG’s Office, Risk and Claims departments, as well as federal and state agencies for resolution on claims and litigation involving alleged acts of discrimination. Oversees the identification and execution of remedial actions arising from complaints and litigation involving discrimination.
  • Consults with and provides guidance to executive management, supervisors and employees regarding challenges, issues, concerns or questions related to EEO and AA.
  • Remains up-to-date and provides organizational updates and guidance on current developments in civil rights.
  • Responsible for the development of presentations, orientations and training programs in the areas of civil rights, EEO and AA, in collaboration with NJ TRANSIT Human Resources and other internal/external resources, as needed.
  • Directs the activities of the department directly and indirectly through subordinate management.  Determines priorities, establishes goals and ensures department employees are performing to achieve these goals and responsibilities.

Requirements

EDUCATION AND EXPERIENCE:

  • Bachelor’s  Degree in Business, Human Resources, Labor Relations, Public Administration or related area
  • Ten (10) or more years of applied experience in EO/AA and Diversity Programs including experience in the development, management and administration of EO/AA programs, with at least five (5) years of managerial experience.
  • Strong working knowledge of all related state and federal laws and regulations regarding EEO/AA.
  • Must possess strong, proven leadership, management, and customer service skills with strong decision-making abilities.
  • Ability to effectively manage multiple responsibilities simultaneously with limited, specific time frames.
  • Excellent communication, interpersonal, presentation and reasoning skills with ability to interact with employees of all levels.
  • Good judgment and a high degree of professional integrity to maintain credibility and confidentiality.
