The Chief Human Resources Officer (CHRO) serves as the senior executive responsible for administering the federal Judiciary's human resources (HR) program and provides leadership and vision for the Judiciary's HR programs, and oversees HR services for the federal Judiciary nationwide. The CHRO serves as a subject matter expert on all matters relating to human resources in the Judiciary and serves as the principal staff advisor to the Judicial Resources Committee of the Judicial Conference.

Responsibilities

  1. Leading and overseeing the work of the Human Resources Office, its subordinate units, and employees (approximately 85 total government employees).
  2. Developing, implementing, and directing the Judiciary's human resources activities in accordance with the laws, regulations, and policies governing federal Judiciary employment.
  3. Participating in national projects and programs in which the Judiciary's human resources policies are considered.
  4. Serving as principal advisor to the Administrative Office (AO) of the U.S.Courts Director and Deputy Director, Associate Director for Administrative Services, other Judiciary officials, committees and subcommittees of the Judicial Conference of the United States, and advisory groups on all functions related to human resources.
  5. Planning, coordinating, developing, administering, and evaluating assigned program and project management activities.
  6. Representing the AO Director, Deputy Director, and Associate Director for Administrative Services and speaks on behalf of the AO with top officials of other government organizations, as well as representatives of private industry, on significant human resources issues affecting the Judiciary.
  7. Working with AO executives on strategic planning, agency operations, problem resolution, and development of new and innovative programs to support the AO's mission.
  8. Fostering and maintaining productive relationships with AO executives and staff, Federal judges, court unit executives, officials in the executive and legislative branches, and representatives of private industry.
  9. Overseeing a broad range of services supporting human resources activities in federal court units located throughout the nation, including: policy interpretations, training, on sight advisory audits, recruitment strategy, staff surveys, benefits education, judges compensation and retirements programs, demographic analysis, and employee engagement. Managing/monitoring performance metrics and assessing customer satisfaction for all key services.
  10. Developing and managing a robust communications program to provide information to federal Judiciary employees, management, and Judges in support of the Judiciary branch's human resources policies and programs.
  11. Monitoring the external environment and advising the the AO Director, Deputy Director, Associate Director of Administrative Services, and Judicial Resources Committee on changes in federal human resources policies or law that may impact federal Judiciary personnel.

Requirements

Specialized Experience: Applicants must have at least one year of specialized experience at the GS-15/JSP-15/CL 31, or equivalent level which provides evidence of progressively responsible leadership responsibility that is indicative of executive level managerial capability and directly related to the skills and abilities outlined in the Professional/Technical Qualifications (PTQs) and Executive Core Qualifications (ECQs) listed below. Specialized experience for this position is demonstrated experience in developing, managing, implementing, and improving a human resources management program. This experience should include recruitment and staffing, automated HR initiatives, employee relations, employee development, compensation and benefits, performance management and HR policy development and implementation.

ADDITIONAL ASSESSMENT: Applicants who meet the specialized experience requirements also will be assessed on the following Professional/Technical Qualifications (PTQs) and Executive Core Qualifications (ECQs). These qualifications should be evident in your resume. A narrative response for each PTQ and ECQ is MANDATORY.

Professional/Technical Qualifications:Applicants seeking this AOES position must have experience that demonstrates the following:

  • Demonstrated experience in managing a complex human resources management organization and related programs, including workforce/staffing assessment ("work measurement"), classification, employee relations, performance management, benefits administration, compensation, employee development and training, human resources information systems, and strategic human capital planning. Experience must demonstrate knowledge of these programs and the impact on organizational objectives and performance goals, as well as sufficient analytical skills and knowledge of statistical concepts to aid in executive oversight.
  • Demonstrated experience in managing a complex multi-level organization to include integrating organizational operations with the agency's strategic plan, mission, vision, values, and objectives.
  • Ability to successfully meet customer expectations as evidenced by a proven track record of strong customer service orientation.

Executive Core Qualifications (ECQs):

LEADING CHANGE. This core qualification involves experience in developing and implementing an organizational vision, which integrates key national and program goals, priorities, values, and other factors. The incumbent must be able to develop new insights into situations, question conventional approaches, encourage new ideas and innovations, and design and implement new or cutting edge programs/processes. RESULTS DRIVEN. This core qualification involves experience in stressing accountability and continuous improvement, making timely and effective decisions, and producing results through strategic planning and the implementation and evaluation of programs and policies. The incumbent should have the requisite technical knowledge to identify and pursue
appropriate outcomes, as well as practical experience in anticipating and meeting the needs of both internal and external customers, delivering high-quality products and services, and resolving issues and problems.
