Job Summary


The Chief Human Resource Officer (CHRO) of The HSC Health Care System (HSC) will provide strategic and functional direction and leadership for human resources for the organization, including all its entities (HSC Pediatric Center, HSC Home Care, HSC Home and Residential Services, Health Services for Children with Special Needs, as well as other shared services). The CHRO will serve on the Executive Team as a critical thought partner for the members of the Executive Team. The CHRO will provide strategic and innovative advice for the CEO and other senior leaders to support short and long-term business objectives and to position the organization as the employer of choice by being aware of policies, practices and trends within the industry. The CHRO will lead the implementation of a human capital strategic plan to ensure the right people are in the right role and receive the right feedback to be successful in that role. This includes ensuring the development of staff and managers throughout HSC to allow staff to have opportunities for professional growth. The CHRO will work to ensure all staff are maintaining a customer focus as well as solutions-oriented approach.







Education and Knowledge


  • An earned Master’s Degree or JD from a regionally accredited institution of higher learning is highly preferred
  • An active PHR, SPHR-SCP or SPHR and Bachelor’s Degree from an accredited institution with a major in Business, Human Resources or a related field is required




At least 10 years of experience in a healthcare environment as a senior HR leader including expertise with both strategy and operations and supervisory experience that is directly related to the specified responsibilities. The Chief Human Resources Officer should exemplify strong interpersonal and communication skills; knowledge of organizational development theory and practices; skill in budget preparation and fiscal management; knowledge of contemporary principles of human resource management and healthcare personnel practices; knowledge of computerized information systems used in human resources applications; skill in design, implementation and evaluation of employer-sponsored benefit programs; strategic planning and performance measurement skills and ability to negotiate and manage collective bargaining agreements.


The Chief Human Resources Officer should also have the skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures; ability to interpret and advise on the application of employment laws and regulatory requirements as they apply to the entities of The HSC Health Care System; ability to analyze and assess training and development needs; skill in developing and implementing salary administration plans and programs; ability to interpret business and operational needs and develop integrated, creative solutions; ability to analyze problems and develop creative solutions to complex human resource issues; and skill in developing performance management systems.


Incumbent must have an inclusive leadership style that is strong in teamwork; accomplished in the successful development of high performance, customer-centric teams; ability to thrive in a diverse and complex organizational culture; culture transformation experience; experience with employment brand strategy and measurement, communication and change management around employee engagement; superior critical thinking and problem solving skills; hands-on experience in all HR functional areas; experience with driving an HR strategic plan and vision toward becoming an “employer of choice” .




A compensation package will be constructed commensurate with the background and experience of the selected candidate and will include a competitive base salary and a comprehensive benefits program.
