Marion County is currently recruiting for a Chief Human Resources Officer to provide executive leadership and management of the new Human Resources Department. This position will provide planning, direction, and oversight for human resources operations and programs. The Chief Human Resources Officer will deliver comprehensive human resources, employee benefits, wellness, and volunteer management programs and services in alignment with the strategic goals of the county. This position will develop and implement department goals, objectives, and priorities; direct the county’s collective bargaining process; and interpret and apply county policies and procedures in accordance with county expectations using an enterprise approach. The Chief Human Resources Officer will provide highly responsible and complex management analysis and support to the Board of Commissioners and the Chief Administrative Officer.


  • Provides leadership and oversight for the Human Resources Department. Responsible for developing, implementing, overseeing, and evaluating goals, objectives, policies, strategies, procedures, methods, and performance measurements necessary for the effective and efficient delivery of the Human Resources Department programs and services.

  • Responsible for fiscal and personnel administration through budget development and personnel management. Determines priorities and scheduling, and coordinates the utilization of department resources among programs. Supervises management and program staff, including setting performance goals, mentoring, coaching, performance evaluations, and disciplinary actions.

  • Responsible for managing, updating, compliance, and communication of the county's Personnel Rules, classification and compensation systems, and benefits administration. Develops, reviews, and implements countywide human resources department policies and procedures. Directs and manages contract negotiations, grievances, mediations, and arbitrations for the county's five bargaining unions in conjunction with chief administrative officer and board of commissioners.

  • Provides expert guidance on human resources and interpretation of collective bargaining agreements for elected officials, department heads, and managers/supervisors on complex and sensitive employee relations issues. Ensures thorough and objective personnel investigations and makes recommendations for corrective actions. Maintains up-to-date knowledge of federal, state, and local laws, administrative rules, and regulations to reduce legal risk and ensure compliance. Monitors legislative updates; interprets and implements changes in law into current policies and practices.

  • Responsible for development and analysis of human resources metrics to inform management and measure progress improvement on employee engagement, workforce development, job satisfaction, productivity, and talent acquisition and retention; leverage analytical tools to identify gaps in services and areas for strategic improvements; makes recommendations, prepares reports, and presents recommendations to chief  administrative officer, board of commissioners, and county departments.

  • Prepares and presents department contracts, studies, and reports; provides recommendations to the board of commissioners, stakeholders, and public and private entities in a professional manner that facilitates review, input, and decision making on issues affecting the department.

  • Participates as a member of the county's executive team. Represents the county and the Human Resources Department at meetings, hearings, presentations and conferences. Participates in community outreach activities and inter-departmental committee assignments as requested.


Experience and Training

  1. Bachelor's degree in human resources management, business, organizational management, labor relations or a related field; AND

  2. Seven (7) years of increasingly responsible experience in human resources management, including three (3) years of supervisory experience; OR

  3. Any satisfactory equivalent combination of education, training and/or experience relevant to the position.




Special Requirements

  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history.  Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.  The policy can be found at:  http://apps.co.marion.or.us/APAP/.

  • The finalist for this position may be required to pass a criminal history background check, including finger printing; however, conviction of a crime may not necessarily disqualify an individual for this position.
