The Role:
The Chief Human Resources Officer reports to our Deputy Director and is responsible for the leadership and oversight of agency-wide HR functions as well as service to more than 30 small agencies, boards and commissions. This position serves on the agency leadership team, and the agency's corporate council. In addition to leading the HR Management Team, you will educate and ensure laws, rules, regulations, and policy compliance and lead continuous improvement of HR services. You will have significant impact on Human Resource policy across state government enterprise as a member of the senior advisory counsel to the Governor's HR Director.   

A Successful Candidate:
You're a result-focused, accountable Chief Human Resources Officer with expertise in all aspects of HR management. Your passions include:

  • Planning, developing and managing HR programs and guidelines in support of agency and departmental objectives
  • Working within the fields of talent acquisition, employee relations, and initiating process improvements to ensure excellent service delivery
  • Providing leadership to a team that delivers excellent services across all aspects of human resources
  • Organizing and resolving complex employee issues
  • Coaching and consulting with directors, managers, and employees on a wide range of HR topics

The role has a scope of responsibility that includes planning, developing, implementing, evaluating, and managing HR programs and guidelines in support of the agency and departmental organizational objectives, and in alignment with our Mission, Vision, and Core Values.

Requirements

 Required:

  • A Bachelor's degree with a focus in Human Resources, Business Administration, Public Administration or a related field.

          AND

  • At least five years:
    • Progressive experience providing HR consultation and partnership to business executives and senior leaders demonstrating proficiency in multiple disciplines within HR such as classification, compensation, labor/employee relations, talent acquisition, employee development, performance management, affirmative action/diversity, ethical & legal compliance and experience leading others as a peer lead, supervisor, or manager.
    • Providing strong business acumen and organizational development expertise.

 
           OR

  • At least nine years of:
    • Progressive experience providing HR consultation and partnership to business executives and senior leaders demonstrating proficiency in multiple disciplines within HR such as classification, compensation, labor/employee relations, talent acquisition, employee development, performance management, affirmative action/diversity, ethical & legal compliance and experience leading others as a peer lead, supervisor, or manager.
    • Providing strong business acumen and organizational development expertise.

Businesses need a different type of resource than we used to be and you must have a clear understanding and be able to articulate what HR's role in the organization should be. In state government, nothing is accomplished in a vacuum and success is dependent upon gaining support and engagement.
  • Creativity: You don't need to always be the one coming up with new ideas, but you do need to be open to pursuing non-traditional ideas as well as helping team members think outside the box when it comes to problem solving.
  • Support a mobile work environment: We're a mobile workforce, we have team members, both in HR and other division, who telework, utilizing full on-site capabilities as well as staff with flexible schedules, You will need to be willing to work within that type of environment.
  • Analytical and data-driven thinking: Problems are not usually solved at the surface level and it takes a curious mind willing to dig deep to the root of the problem to find impactful solutions. We are building our capabilities with data to make decisions create reports and data dashboards for our business lines as well as looking for new ways to use our data to create goals and drive outcomes.

  • Facilitative leadership skills: Working with people is the core of HR's work. It is your role to facilitate conversations, problem solving, HR team growth and team building as well as with the corporate counsel and leaders throughout the agency.
  • Fun: We work best when we enjoy our work environment. Fun is a subjective word for different people and we're not asking you to conform to one idea of fun. But we are asking that you be open to creating an environment where people feel at ease to have fun and not fearful that laughter will be perceived as idle time.

 
  Desired

  • A Master's degree with a focus in Human Resources, Business Administration, Public Administration or a related field.
  • SHRM Senior Certified Professional (SHRM-SCP), SHRM Certified Professional (SHRM-CP) credential, PHR, or SPHR.
