QUALIFICATIONS

  1. Master’s Degree in education or related field and five years of successful experience in school administration; or any combination of education and experience that would provide the applicant with the desired skills, knowledge and ability to perform the job.
  2. Oregon Teachers Standards and Practices Administrative License preferred.
  3. Ability to interpret and apply Federal, State, and local laws, regulations and codes.
  4. Ability to exercise discretion in confidential and sensitive employee relation matters; act with courtesy and tact during stressful or confrontational situations.
  5. Demonstrated history of initiative, integrity, fairness, and creativity in an organizational setting.
  6. Possess strong interpersonal and public relations skills.
  7. Excellent planning and organization skills.
  8. Excellent written and oral communication skills.
  9. Strong working knowledge of managing and negotiating labor contracts.
  10. Strong organizational development skills.
  11. Such alternatives to the above qualifications as the LBL Board of Directors/Superintendent may find appropriate and acceptable.

JOB GOAL

Under the general direction of the Superintendent, establishes, maintains and supervises activities related to the recruitment, selection, orientation and management of all LBL employees.  Responsibilities include a wide range of duties related to the full scope of staff employment.  Direct and supervise the activities of the Human Resources Program.  

PERFORMANCE RESPONSIBILITIES

The duties listed below are not inclusive, but characteristic of the type and level of work assigned for this position.  Individual employees may perform all or some combination of the duties listed below as well as other related duties.

Essential Functions:

  1. Plan, direct, and oversee all human resource functions of LBL, including recruitment and selection, classification and compensation, evaluation, discipline, assisting in employee and labor relations, training and development, affirmative action/equal employment, benefits, and workers’ compensation.
  2. Regularly supervise, direct, and evaluate program staff providing support, opportunities, coaching and guidance for professional growth, in accordance with LBL policies and procedures.
  3. Supervise, direct and evaluate the Receptionist and oversee LBL reception related functions and activities.   
  4. Supervise, direct and evaluate the Facilities Program Manager and oversee LBL facilities and courier related functions and activities.
  5. Assure capable personnel are hired and are appropriately assigned through directing or conducting effective recruiting, screening, identifying, and assigning of the best candidates available.  
  6. Assure that all LBL personnel are employed in accordance with appropriate license (if needed) and available resources expended according to budgetary guidelines.
  7. Assist the Superintendent in developing (when needed) and implementing all employee group evaluation and professional growth programs.
  8. Lead collective bargaining as directed by the Superintendent.
  9. Participate in agency goal setting and planning meetings to improve/refine service provision.
  10. Maintain confidentiality at all times.
  11. Demonstrate a commitment to promoting equity and diversity.  Participate in the Equity Diversity and Inclusion Leadership Committee.
  12. Assure appropriate interpretation of contracts by monitoring contract administration practices of LBL personnel, training administrators in interpreting the provisions of the contracts and assisting them in the proper handling of complaints/grievances.
  13. Provide for legal, impartial, and consistent administration of personnel laws, regulations, policies, and negotiated agreements.  Remain informed of and interpret all laws, statutes, policies, rules and regulations affecting human resource.  Monitor LBL’s activities for adherence and compliance.
  14. Assure legal requirements and accepted personnel practice are met by maintaining accurate personnel files and records for all employees.
  15. Oversee administration of LBL’s unemployment, return to work, long-term disability, worker’s compensation programs and risk management functions.  
  16. Support administrators in the job description process. Assist in the preparation of position descriptions; obtaining external salary and benefits information; reviewing and analyzing data and recommending adjustments.
  17. Direct and advise administrators in performance related and disciplinary issues, including non –renewal/extension or dismissal of employees, maintaining compliance with agreements, handbooks, laws and regulations.
  18. Identify personnel-related legal problems, solicit legal opinion, and interpret advice to LBL leadership.  
  19. Assure that all state and federal reports are filed with appropriate agencies within required time lines.
  20. Remain informed of laws and appropriate interpretations.  Make recommendations for policy adjustment and contract provisions to conform to legal requirements.  
  21. Contribute to maintaining and providing for positive employee relations by initiating, planning, organizing and guiding programs as necessary.
  22. Develop and maintain balanced budgets for the Human Resource Program following agency requirements.
  23. Collaboratively work with LBL leadership to meet the needs of the LBL component districts and address any internal staffing, organizational, or budgetary needs.
  24. Work collaboratively with the Superintendent as a member of the executive council to provide leadership for efficient and effective services to component districts and other agencies/districts.
  25. Attend Board and Budget meetings.  Provide the Superintendent and Board with information and data to support human resources-related recommendations and decisions;
  26. Maintain regular attendance at work.  Be punctual in meeting deadlines, attending meetings and following schedules.
  27. Work well within a team.  Promote good staff morale and put team needs above individual needs.
  28. Collaborate with others to complete tasks and solve problems in a positive manner.
  29. Communicate effectively in a courteous, tactful and professional manner.

WORKING CONDITIONS

 

  1. Ability to sit for extended periods of time in vehicle or work setting.
  2. Ability to provide own transportation to numerous settings with occasional overnight stays, as deemed necessary.
  3. Ability to work with computers to perform word processing, data processing and spreadsheet functions.

 

Salary and Benefit information

 

  • Salary and benefit information shown are based on full-time employment (1.0 FTE) based on the current school year
  • Placement on the Linn Benton Lincoln ESD Administrative salary schedule will be commensurate with applicant’s qualifications, relevant training, and experience
