Salary: $71,932.00 - $112,065.00

Under direction, plans, directs, and supervises the Classification and Compensation Division of the Office of Human Resources.  Assigns, reviews, and evaluates the work of professional and support staff.

  • Oversees, directs, and supervises classification, compensation, and records administration.
  • Maintains Baltimore County's Classification and Compensation Plans including drafting all required legislation. 
  • Develops and analyzes comprehensive classification and compensation studies as part of the annual review process and renders recommendations for reallocation of pay grades.  Oversees the preparation of annual and 5-year cost projections. 
  • Develops and/or revises class specifications. 
  • Conducts and participates in salary surveys to ensure market competitive pay programs.  Makes recommendations for grade reallocations .
  • Presents testimony before the Personnel and Salary Advisory Board and County Council. 
  • Oversees the review and classification of jobs within the classified service including the reclassification of jobs through the Position Description Form (PDF) process.  Conducts field audits and organizational studies.
  • Oversees the administration of leave management and requirements as stipulated under the Family and Medical Leave Act.  Reviews and approves FMLA leave requests.  Monitors FMLA usage for compliance and reporting purposes.
  • Interprets laws, codes, and regulations and formulates County policies and procedures as related to federal and state regulations. 
  • Supervises the processing of compensation incentive programs including Bonus Award Program and requests for Meritorious increases.
  • Coordinates classification and compensation activities with other divisions, government agencies, employees, and other private and public organizations.
  • Represents the division in meetings, hearings, or on inter-agency/jurisdictional committees.
  • Directs and participates in studies of human resource functions and long range program planning and compliance.  Interprets laws, codes, and regulations applicable to County personnel administration. 

Requirements

Required Qualifications
Graduation from an accredited college or university with a bachelor's degree, preferably in personnel administration, business or public administration, education, or psychology
plus
at least six years' professional experience in personnel administration.

(Experience in personnel administration may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education beyond a bachelor's degree in personnel administration, business or public administration, education, psychology, or law may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)
